- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contractor shall furnish all necessary management, personnel, materials, supplies and equipment (except as specified below) for collection of water quality data and samples in streams and reservoirs at 20 Louisville District reservoir basins during the 2015 sampling season, and for delivery of these samples to contracted analytical laboratories. Information generated as a result of this delivery order will be used by the Water Quality Team to meet the objectives of the Louisville District Water Quality Program. Work activities consist of four major components: scheduling, aquatic physical/chemical/biological data and sample collection, quality control, and reporting. The Contractor, in accordance with the task descriptions listed below, will undertake a field program to accurately and effectively collect water quality data and samples. Water quality data and sample collection will consist of in situ measurements and sample collection for lab analysis. The Contractor will need to identify and ensure proper treatment and labeling of all samples and sample containers. The Contractor will be responsible and accountable for the collection and delivery to the Government POC or analytical contract lab, as appropriate, of all samples and data as specified. Advance planning is crucial to maintain efficient use of time and resources in the field. Within 10 calendar days of contract award, arrangements are to be made for a meeting between the Contractor and Government POC to discuss specifics of work, answer questions, present written materials, etc. as are indicated in this SOW. This meeting will be referred to as the 'Initial Meeting' in the remainder of this SOW. All field crew members and project manager will be required to attend. The project manager is required to be present during the sampling of all special projects and at least 50% of the sampling events in this contract. All work and invoicing associated with this contract is to be completed no later than October 31, 2015. Quotes are due no later than 27 May 2015 at 1:00 PM Easter Time.
