- This is a Sources Sought Announcement. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for costs associated with preparation of their responses. The U.S. Army Contracting Command - Rock Island (ACC-RI) is conducting a Sources Sought Market Survey in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms that have the skills, experience, knowledge, and capabilities required to perform the following potential requirements: A quantity of thirty (30) each, PORTABLE LIGHT TOWERS which will provide lighting during night-time and low visibility cargo movement operations as well as provide additional/back-up power generation for unit in-transit visibility and communications equipment. The Portable Light Towers must meet the following criteria: The engine for the light towers must run on diesel fuel. The engine must provide at least 13.6 Horse Power. The light tower generator must be rated for 6 Kilowatt / 60 Hertz in order to provide enough output for the lighting and also to power external Rapid Port Opening Element (RPOE) equipment such as the in transit visibility equipment and tent lighting. The generator must also provide one each, 120V, 20A, Ground Fault Interrupter (GFI), DUPLEX; and 240V, 30A, TWISTLOCK receptacle for safety purposes and to accommodate various equipment types. The generator must have 4 x single phase 15 amp breakers, 1 x 2 phase 30 amp breaker, and 1 x 20A GFI receptacle. There should be four lamps, rated at 1000 Watts each, to provide the lighting. The trailer must be equipped with a ring pintle hitch in order to be towed by military equipment. Units must have two outriggers for stabilization and have an overall weight of no more than 1,800lbs without fuel. There is no requirement for brakes. Delivery of all 30 each, Portable Light Towers will be FOB DESTINATION to the following address: 597th Transportation Brigade (TB) 1610 Patch Road Fort Eustis VA 23604 Interested parties are encouraged to forward availability of the above items, relevant pricing, and best delivery schedules that will provide the U.S. Government with the ability to determine the adequacy of the offered product for meeting the market research request. The U.S. Government must be able to make an adequacy determination based on the literature provided and will not accept hardware samples at this time. This Sources Sought Announcement serves as Market Research only, not a firm commitment on the part of the U.S. Government nor does it constitute an order.
