- In accordance with FAR Part 36.600, the US Department of Energy is synopsizing a requirement for Title I, II, and III Architect-Engineer (A-E) Services for Western Area Power Administration (known as Western hereafter), Desert Southwest Region (DSWR) located in Phoenix, Arizona. This office serves Arizona, California and Nevada. The work will cover all engineering disciplines, architectural, surveying, geotechnical, and communications. Work may consist of site investigations, design analysis, project design and specifications preparation, cost estimates, hazardous material evaluation, testing, commissioning, as-built drawings, telecommunications and power system studies associated with high-voltage power transmission lines, substations, and related facility projects. Work for DSW will emphasize surveying, architectural, civil, mechanical, and structural disciplines. Western anticipates one contract will be awarded from this announcement for a base year plus 4 (four) 1-year option periods, estimated at $6 million per year. The total estimated dollar amount of the contract will not exceed $30 million. The guaranteed minimum is $100,000. Estimated award date is on or after December 1, 2015. Individual task orders will be issued against an Indefinite Delivery Indefinite-Quantity, fixed-price or labor hour contract. This acquisition is set-aside for small business concerns. The North American Industry Classification System Code is 541330 and the size standard is $15 million. In addition, to be responsive and considered for award, the offeror shall have an office within a 50-mile radius of the DSW office located at 615 S 43rd Ave, Phoenix, AZ 85009. This is not a request for proposal. Firms interested in being considered for this procurement should submit Standard Form (SF) 330 (Parts I and II) within 30 days of this notice. Only electronic submissions will be accepted. SF 330 submissions must be legible (no less than 12 point font) and must not exceed 100 single-sided pages (standard size paper 8 ½" by 11"). The SF 330 shall indicate specific power system or facility related work experience for the firm, proposed firm personnel, and proposed consultants and subcontractors. Responses received after 2:00pm local time, June 5, 2015, will not be considered. Submissions shall be compatible with Microsoft Office 2010 and Adobe. SF330s will be accepted on CD provided that files are compatible with Microsoft Office 2010. CDs must be mailed or hand delivered to the Department of Energy, Western Area Power Administration, Attention: Caroline Bachelier, 615 S 43rd Ave, Phoenix, AZ 85009. The SF 330 Parts I and II may be downloaded using this link: http:www.gsa.gov/forms. Click on "Form Library", select "Standard Forms", and then scroll down to SF 330. Prior to the final selection, the Government will hold an oral presentation with at least three of the most highly-qualified firms based upon technical review of each firms SF 330s. The contractor and subcontractors, upon written notification by the Contracting Officer, must be available to meet with Western project engineers at the DSW Office within 72 hours of notice. The oral presentations shall generally regard the offerors' methods of meeting Western's requirements as stated in the synopsis. The content of all oral presentations will be the same for all offeror's and at the discretion of the Contracting Officer and the Evaluation Team. The oral presentations may be used to obtain additional qualification and performance data and any other information that may be needed to properly apply the evaluation criteria and to adequately evaluate the firms under consideration. The oral presentation may include a discussion of the possible approaches to a project, and a question and answer period. All voting members of the Evaluation Team and the Contracting Officer will attend the oral presentations. Each oral presentation shall be followed by a consensus evaluation of the offeror by the Evaluation Team members. Strengths and weaknesses of each offeror, in accordance with the evaluation criteria, shall be noted, discussed, and made part of evaluation records. Such strengths and weaknesses may be used to modify the score based on the evaluation criteria to determine a final ranking of the offerors. Upon conclusion of presentations and their evaluations, a contract will be provided to the most highly-qualified firm for negotiation per the procedures of FAR 36.6. Firms will be evaluated on the following criteria: A. GENERAL QUALIFICATIONS, INCLUDING: 1. Experience and technical competence of the firm in comparable work; firm's past record in performing work for DOE, other Government agencies, and private industry, including projects or contracts implemented with no overruns; performance from the standpoint of cost including cost overruns (last 5 years); the nature, extent, and effectiveness of contractor's cost reduction program; quality of work; and ability to meet schedules including schedule of overruns (last 5 years) (where applicable); 2. Adequacy of central or branch office facilities for the proposed work, including facilities for any special services that may be required; 3. Geographic location of the home office and familiarity with the locality in which the project is located. B. PERSONNEL AND ORGANIZATION: 1. Specific experience and qualifications of personnel proposed for assignment to the project, and/or various phases of the work. a. Technical skills and abilities in planning, organizing, executing, and controlling. b. Abilities in overall project coordination and management. c. Experience in working together as a team. 2. Proposed project organization, delegations of responsibility, and assignments of authority. 3. Experience, qualifications and past performance of proposed consultants and subcontractors. The total scoring will be based on a maximum of 100 points. The evaluation factors are listed in order of importance. Full references to the specific factors listed below can be found in the paragraphs immediately above. The most significant factors (weighted at 25 points each) are: A1: Experience and technical competence of the firm in comparable work. B1: Specific experience and qualifications of personnel proposed for assignment to the project, and/or various phases of the work to include technical skills and abilities in planning, organizing, executing, and controlling; abilities in overall project coordination and management; and experience in working together as a team. B3: Experience, qualifications and past performance of proposed consultants and subcontractors. The next most important factors (weighted at 10 points each) are: A3: Geographic location of the home office and familiarity with the locality in which the project is located. B2: Proposed project organization, delegations of responsibility, and assignments of authority. The next most important factor (weighted at 5 points) is: A2: Adequacy of central or branch office facilities for the proposed work, including facilities for any special services that may be required.
