Description
Background Economic development in Southeast Alaska has been largely based on abundant timber, minerals, fisheries, and water resources. The region contains 32 communities of which only three-Juneau, Sitka, and Ketchikan-have populations exceeding 5,000 people. These communities have built their independent livelihoods on traditional sources of employment which have been in decline and not replaced by developing industries with similar wage levels. USDA agencies and the US Department of Commerce's Economic Development Administration are committed to promoting economic opportunity across Southeast Alaska. A Southeast Alaska asset map was completed under a Forest Service contract during 2011. This asset map is available on Juneau Economic Development Council's website (www.jedc.org). This "map" identified strengths and opportunities as a foundation for future economic development activity. Four economic cluster work groups, comprised of private, public, and non-profit sector volunteers, were formed in areas that have good potential for economic growth including Ocean Products, Visitor Products, Renewable Energy, and Research and Development. Action initiatives were developed for each of cluster work groups. The first version of action initiatives were published during May 2011 and have since been updated on an annual basis (www.jedc.org). Since these initiatives were published, the four cluster work groups have continued to meet and have shifted their focus to strategies and actions to implement important initiatives. Facilitation Organize, facilitate, and manage a minimum of two day-long onsite collaborative meetings per year for each of the four primary cluster work groups including Ocean Products, Visitor Products, Renewable Energy, and Research and Development. Report meeting results to the USDA Interagency Economic Diversification Team, cluster work group participants, and additional economic development partners. Between onsite meetings, provide staff coordination and support of cluster work group activities related to development and implementation of action initiatives. Facilitate connections and opportunities between business leaders, government, tribes, communities, economic development organizations, and non-profit organizations. Reporting Produce annual Southeast Alaska Cluster Initiative report summarizing cluster work group: 1) participation, activities, and significant achievements; 2) action initiative outcomes; and 3) participant feedback including chairs, champions, and current members; and 4) overall impact at business, community, and regional level. The annual report should also discuss current programmatic challenges and provide recommendations to increase the overall effectiveness as related to growing regional economic opportunity. Communication Strategy Develop and implement a communication strategy, in consultation with USDA Interagency Economic Diversification Team, to ensure cluster work group activities and achievements are communicated and a broader base of participation is encouraged throughout Southeast Alaska. Maintain Southeast Alaska Cluster Initiative website, posting all meeting notes, events, activities, summary reports, and other noteworthy events. Utilize social media, newspapers, and magazines to significantly increase the awareness of cluster work group activities and impacts across Southeast Alaska.
