Amendment to Sources Sought Notice FA7022-15-R-0010: The following is changed from "Responses must be submitted no later than 1 P.M. Eastern Daylight Time (EDT) on 15 May 2015" to "Responses must be submitted no later than 1 P.M. Eastern Daylight Time (EDT) on 22 May 2015". Description 1.1 The Air Force Applications Center (AFTAC), Materials Technology Department (TM) and 25 AF/PK are conducting Market Research for non-personal services for the processing and analyzing of particle samples. This Sources Sought is one of the elements of the Government's Market Research and will be used to determine the acquisition approach and, if needed, to determine sub-contracting goals. Therefore, if contractor's company has the capabilities to participate as a contractor/sub-contractor, please provide that information. 1.2 The Sources Sought Notice does not constitute a Request for Proposal (RFP), Request for Quote (RFQ) or an Invitation for Bid (IFB). The Government may use the information obtained from responses to this notice in determining its acquisition approach, but the issuance of this notice does not restrict the Government acquisition approach. The Government contemplates award of an eight (8)-year, Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, with an eight (8)-year ordering period. 1.3 Interested firms should submit information as to the capabilities, capacity and experience to perform the tasks set forth in the draft PWS. Firms should state if there is interest to participate as a prime contractor or sub-contractor. Sub-contracting information will assist the Government to determine sub-contracting goals. 1.4 The capabilities package should describe relevant contract experience offered to Government and commercial customers. Include a reference to the contract number, magnitude, place of performance and points of contact for each example provided (name, point of contact, mailing address, e-mail, telephone number, fax number and the company's web page (if applicable)). Submitted information shall be UNCLASSIFIED. 1.5 The North American Industry Classification System (NAICS) Code is 541380. The small business size standard for annual average gross revenue for the last three fiscal years is not to exceed $15M. 2.0 Information 2.1 Estimated Period of Performance: October 2016 - September 2024 2.2 Security Requirements: See draft PWS (attached) 3.0 Requested Information 3.1 Company capability statements shall provide administrative information and shall include the following at a minimum: 3.2 Name (point of contact), mailing address, e-mail, telephone number, fax number and company's web site (if applicable) 3.3 The facility security clearance of the offeror 3.4 Firms responding must state whether they are a Small Business (SB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HSB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), Historically Black College or University or Minority Institution (HBCU/MI), 8(a) firm, an Indian Tribe or Alaskan Native Corporation or a large business based on the size standards in Para 1.5 above. 4.0 Responses 4.1 Please submit your capabilities packages to 25 AF/PK, Attn: Debbie Eppler, 10989 S. The Government will not award a contract solely on the basis of this Sources Sought, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. 4.2 Responses shall be limited to ten (10) pages. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3 It is the submitter's sole responsibility to verify the package was delivered or the e-file was received and can be viewed. 5.0 Industry Discussions: AFTAC representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. Industry discussion requests will be considered no later than 1 P.M. Eastern Daylight Time (EDT) on 17 Apr 2015. 6.0 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g. agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of the OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Christopher S. PERFORMANCE WORK STATEMENT DATE: 17 Mar 15 SAMPLE ANALYSIS SERVICES - INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) 1.0 DESCRIPTION OF SERVICES: 1.1 The Air Force Applications Center (AFTAC) Materials Technology Department (TM) and 25 AF/PK are conducting Market Research for non-personal services for the processing and analyzing of nuclear-related materials. 1.2 SCOPE: The objectives of this project are (1) to analyze, on an industrial scale, a wide range of environmental samples containing nuclear-related materials, (2) to adhere to both a contractor and an AFTAC-managed quality assurance/quality control (QA/QC) program to ensure all measurements contain no laboratory induced contamination, (3) to collect and input analysis results in a database for historical purposes and for use in contamination monitoring, and (4) to provide support in the interpretation of the data. 2.0 SPECIFIC TASKS: 2.1 ANALYSIS: The contractor shall provide and maintain a process for isolation and detection of nuclear-related particles from environmental debris samples. Requirements - The contractor shall provide multiple analytical techniques to analyze samples. Analysis shall include all of the following methods: optical microscopy, scanning electron microscopy (SEM), thermal ion mass spectrometry (TIMS), x-ray fluorescence (XRF), electron microprobe, x-ray diffraction (XRD), secondary ion mass spectrometry (SIMS), RAMAN spectroscopy and gamma spectrometry. 2.2 QUALITY CONTROL: Requirements - Contractor shall maintain an existing contamination control program and submit corrective action reports that document incidents and outline corrective actions to prevent contamination events. In addition, the contractor must maintain a quality control program to ensure all equipment is operating within tolerance limits and is free of contamination of previously analyzed samples. The contractor shall have a quality control plan incorporating internal (contractor) standards and Government blind samples. 2.3 RESEARCH AND DEVELOPMENT: The contractor will be required to maintain a program to improve the sensitivity, accuracy, efficiency and throughput of operational analytical techniques. This shall include the enhancement of analytical procedures for particle mounting, location, characterization, measurement techniques and data management. 3.0 GOVERNMENT FURNISHED PROPERTY: The contractor shall manage, maintain, operate, setup and calibrate all Government Furnished Equipment (GFE) required for sample analysis at the contractor location. This shall include monitoring of equipment performance versus known standards, machine downtime and repair reliability. The contractor shall report the status of all equipment to the COR in the monthly status report. 4.0 GENERAL INFORMATION: 4.1 DATA REPORTING: The contractor shall tabulate and report all sample data. 4.2 DATA SUPPORT/MANAGEMENT: 4.2.1 The contractor shall provide data analysis support for operational analytical techniques to support analysis workload. This shall include writing new programs, providing analytical aids, devising new methods for data reduction and modifying existing software developed for automatic operation of instruments. 4.2.2 The contractor shall provide technical support to AFTAC in interpreting, categorizing and exploiting laboratory data. 4.3 DATA STORAGE: The contractor shall maintain the existing database of all analytical work in progress and completed. The contractor shall maintain a list of all GFE and classified documents related to the project. 4.4 REGULATIONS AND CONTRACTOR COMPLIANCE: The contractor shall comply with all applicable Nuclear Regulatory Commission (NRC) regulations during the execution of this contract. 4.5 SECURITY: The highest security classification required for this project is SECRET. No information related to this acquisition or resulting contract is releasable to foreign nationals. Contractor personnel requiring access to classified information shall be U.S. citizens possessing a valid U.S Government issued SECRET clearance as a minimum and have a need-to-know of the classified information. Classified information and material shall require appropriate security storage facilities, equipment and security measures are in place to ensure security protection standards are properly met. 5.0 DELIVERABLES: Table: Deliverable and Schedule Monthly Funds Status: Shall be provided NLT 15 calendar days after completion of prior month's activities Special Report: Shall be provided 5 working days after a qualifying event Weekly Sample Status Report: Shall be provided NLT 1st working day of the week reporting previous week's sample analysis activities Monthly Progress Report: Shall be provided NLT 15 calendar days after completion of prior month's activities Contract Change Proposals: Shall be provided when a contract change is contemplated Sample Set Summary Report: Shall be provided NLT 30 calendar days after completion of analysis of the sample set
