Description
1. Position Title: Senior Budget Advisor 2. Market Value: GS- GS-13 equivalent $73,115 to $95,048. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: One year contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda or Third Country National Personal Services Contractor to provide senior-level Mission leadership in the design, development, implementation and amendment of the bilateral USAID grant agreements with the GOU that underpin the Mission's entire program portfolio. 6. Education: University degree (Master's Degree or higher) in a field relevant to development, such as economics, political science, public policy and administration, strategic planning and data analysis, or business administration required.7. Work Experience: At least ten years of progressively responsible experience working for, international organizations, the GOU or other donors, non-governmental organizations, and/or the private sector in the design, implementation, and/or evaluation of development projects, as well as broader public policy analysis and strategic planning. At least five years of total experience should have been with donor agencies, host government organizations, or private sector organizations involved in development work. Her/his experience must also reflect a firm understanding of general development theory and provide insights into Uganda's development priorities, as well as the operations of GOU agencies and donor or NGO programs in Uganda. S/he should have had opportunities to make presentations to high-level decision-makers and public audiences. Prior exposure to USG systems is beneficial. While general management, communication, and analytical experiences are most relevant, specific capacities related to increasing income opportunities, improving social services, enhancing state presence in isolated/conflictive regions, and advancing policy reforms are valuable.8. Knowledge: Thorough understanding of developing countries development context across all sectors, including the nature and source of their major development challenges; Familiarity with current thinking and knowledge regarding development theory, assistance approaches, and the potential economic, social and cultural impacts of development activities; Extensive knowledge of private, public, and non-governmental approaches to promoting sustainable, equitable development activities, policies and practices, and of host government national development policies and strategies and the related institutional structures/functions; Developed and detailed understanding of the USG's foreign policy interests in Uganda - in particular - as well as USAID's Agency goals, priorities, and systems. 9. Skills and Abilities: Analytical/Advisory: Ability to identify, gather, synthesize and analyze large volumes of complex data, both quantitative and qualitative, related to Uganda's development context and/or USAID Mission programming, and to transmit that information to his/her supervisors, Mission Management, and/or other Mission staff via either written or oral communication such that it can serve to practically inform decision-making. Ability to utilize data from multiple sources and use it in the development of coherent, practical, and realistic strategic plans and management recommendations, and to identify trends with implications for USAID programming and derive appropriate courses of action therefrom. Management: Possession of very strong work flow-and personnel-management skills, including the ability to appropriately assign complex tasks to members of a diverse team of experienced professionals in a manner consistent with the functional role, skills and experience level of the team member so assigned, and to ensure their timely completion and quality. Ability identify skills/knowledge gaps among members of the team that can be addressed through training and coaching, and report on these needs to his/her supervisor to ensure timely intervention. Budget: Very strong budget and financial-analysis skills; Ability to quickly read, comprehend and derive actionable conclusions and recommendations for the Mission from all formats in which USAID budget data is communicated to the Mission; Familiarity with the USG/USAID budget cycle, and all of the points within the cycle where the Mission must report, and where it may request additional resources and/or changes to budget allocations; Ability to develop realistic budgets in support of Mission strategic and program planning objectives; Thorough and ability to utilize - the USAID Ops Master budget tracking system to perform analyses and generate reports on demand, and to impart that knowledge of the system to others within the Mission advantageous. Communications/Interpersonal Relations: Ability to effectively represent USAID to a variety external audiences in a professional manner and fully consistent with the public-information policy guidelines of the U.S. Mission to Uganda; Ability to appropriately engage with GOU officials, non-governmental and private-sector organizations and other stakeholders in order to develop, coordinate and advance the objectives of the USAID program; Capability of briefing senior-level Embassy and USAID managers, including the U.S. Chief of Mission and the USAID Mission Director, as well as a wide range of USG VIP visitors and members of the Ugandan and U.S. publics on the purpose and content of USAID programing; Awareness of, and responsive to, the need to tailor communications to audiences based on cultural norms and USG policy. 10. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation. Shortlisted candidates may be required to submit writing samples and/or do a written test. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: The Senior Budget Advisor provides senior-level Mission leadership in the design, development, implementation and amendment of the bilateral USAID grant agreements with the GOU that underpin the Mission's entire program portfolio. S/he also serves as the focal point for all USAID Mission strategic planning and annual program-reporting exercises, such as the Country Development Cooperation Strategy, the Congressional Budget Justification, the Operational Plan, and the Performance Plan and Report, as well as the USG inter-agency strategic planning exercises under the Quadrennial Diplomacy and Development Review; namely, the Integrated Strategic Plan and Mission Resource Requests governing the entire USG assistance portfolio for Uganda, in coordination with the U.S. Mission to Uganda representatives of the Departments of State, Health and Human Services (Centers for Disease Control) and Defense. S/he also maintains professional-level functional contacts in Washington, D.C. with the technical leadership of the USAID Africa Bureau's Development Planning Office, and with that of the Bureau of Foreign Assistance ('F') at the Department of State, in furtherance of the USAID/ Uganda Mission's programming priorities and resource needs. S/he serves as the senior USAID/Uganda Mission subject-matter expert on issues related to the planning, design and execution of the Mission's entire, US$1.5 billion country assistance portfolio budget. S/he is the principle advisor to the Director and Deputy Director of the OPPD, and to Mission Management, on all issues related the planning and execution of the Mission's development assistance budget. Major duties and responsibilities: Program Planning and Development: 1. Advises the PPD Director and Deputy Director and Mission Management on a wide range of issues related to the planning, design and execution of the Mission's entire, $1.5 billion multi-year country assistance strategy and program portfolio, and serves as the principal Mission Coordinator and lead for the development of the USAID/Uganda Country Development Cooperation Strategy (CDCS) and the Mission's Integrated Strategic Plan. 2. Serves as the principle advisor to the Director and Deputy Director OPPD, and to Mission senior management, on all issues related the planning, design and execution of the most cost-effective approaches to development assistance that maximize sustainable impact. 3. Conduct analysis in support of, and prepares documentation related to the development of, Mission strategies, including monitoring, analyzing, and generating reports for Mission decision-makers on economic, political, cultural and social data, trends, and factors affecting the strategic direction of the Mission program, and makes recommendations for modifications to the Mission's strategic direction, as appropriate. 4. Provide expert guidance to Development Objective Teams/Technical Offices on USAID policies and procedures related to activity and project design and approval, and to resource requests and allocations, including managing the review, clearance and approval process for any required documentation. 5. Serve, as appropriate or required, as a Contracting/Agreement Officer's Representative for Mission contracts, grants and/or cooperative agreements housed in PPD. Budget Planning and Coordination: 1. Serve as the Mission Coordinator for all program-budgeting planning, requesting, tracking and reporting processes, including all major related exercises such as the Mission Resource Request, the Congressional Budget Justification, the Performance Plan and Report, and the Operational Plan. Leads coordination with all technical teams to identify funding needs and ensure timely utilization of funds; analyze and determine obligating approaches; develop strategies for managing earmarks and directives; participate in and provide budget data for all portfolio and financial reviews. 2. Advise the PPD Director, the Deputy Director, and Mission Management on all matters related to resource planning and management in order to ensure the proper and timely use of funds. 3. Ensure that funding requests are accurate and take into account programmatic needs, pipeline analysis, congressional notification, and availability of funding. 4. Coordinate closely with the Regional Office of Financial Management to undertake pipeline analysis and project out-year funding scenarios and needs. 5. Manage the OPS Master budget planning databases and processes all Mission Field Support requests. 6. Prepares narrative sections and tables related to resource allocation/planning for all Mission-wide and special reporting requirements (e.g., Operational Plans, Performance Plan and Report, Mission Resource Request, Congressional Budget Justification, Congressional Notifications, and ad-hoc reports). GOU Liaison: 1. Serve as the principal Mission liaison with the officials of the relevant GOU institutions on issues of strategic and program-planning coordination at the national and district level, management of USAID-GOU bilateral grant agreements, and cross-sectoral information sharing. 2. Serve as principal Mission liaison with the Ministry of Finance on all issues and actions related to the development, ratification, amendment and incremental funding of bilateral grant agreements. 3. In conjunction with the OPPD Director, consult and coordinate with, and prepares official correspondence to, the GOU on matters related to bilateral agreements and the accreditation and taxation of USAID program implementing partners.
