US ARMY CORPS OF ENGINEERS WINNIE RECREATION AREA 56787 County Road 9 Deer River, MN. 56636 218-326-6128 SECTION C DESCRIPTION/SPECS/PERFORMANCE WORK STATEMENT REPLACE AND ABANDON WELL AT WINNIE RECREATION AREA 1. GENERAL. 1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work as required by the contract, in strict accordance with the specifications and in accordance with federal, state and local laws and regulations. All work materials and services not expressly called for in the specifications but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in price to the Government. 1.2. Description and Location. Winnie Dam Recreation Area is a Corps of Engineers managed recreation area that includes heavily utilized facilities including a dam, campground, boat ramp, picnic areas, playground, etc. It is located on the Mississippi River 15 miles northwest of Deer River, Minnesota in Itasca County. 1.3. Safety. All work shall be performed in accordance with all state, federal and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. A copy of this manual can be found on line at http://140.194.76.129/publications/eng-manuals/em385-1-1/2008_English/toc.html 1.4. Orientation. Prior to the start of work, the Government will provide an orientation to the Contractor and their personnel which will include discussion of contract requirements, facility inventory, safety considerations, quality control, security and administration. 1.5. Site Visit. A site visit is recommended by all bidders. The specifications only have approximate measurements. 2 SPECIFICATIONS 2.1. Contact: The Contractor shall contact the Section Supervisor (Jeff Steere 651-290-5808) to coordinate the work at the Winnie Recreation Area. 2.2. Utilities: The Contractor is responsible for locating all utilities prior to beginning work. 2.3. New Well: The Contractor shall drill a new 6 quote mark PVC well near the location of the old well. The new well shall have a 3 horse power Franklin pump or similar (40gpm @ 40psi with 100 feet of head), a 230 volt Franklin well regulator or similar, 1.25 inch rigid water line down the well, 1.25 inch 200/lb poly water line from the well to the pump house, 6 inch by 10 foot stainless steel well screen or similar, new wiring from the well to the regulator inside the pump house. The Contractor is responsible for connecting the new well to the existing 1.25 inch copper water line inside the pump house. The new water line shall be buried to code to keep from freezing and shall enter through the floor of the pump house in the same location as the old water line. 2.4. Abandon Old Well: The Contractor shall abandon the old 6 inch steel well according to state codes and the following specifications. The Contractor shall excavate around the old well casing and cut off the casing approximately 8 feet down below the ground to remove the discharge spool and well pump. The well shall be filled with bentonite or another approved material used for sealing abandoned wells according to the state well abandonment code. 2.5. Disposal. All construction debris shall be removed and disposed of off-site according to the local and state disposal codes. 2.6. Work Area: The contractor is responsible for leaving the work area in the same condition as before the start of contract work. Any damages shall be repaired at the contractor's expense. All construction debris shall be removed and disposed of off-site in accordance with local and state regulations. 2.6. Old Well Specifications. Well Depth: 105 ft Well Casing Depth: 96' Well Casing: 6 quote mark Steel Stainless Steel Well Screen: 6 quote mark x 10' Static Water Level: 23' Well Pump: 3 HP Volts: 230 Well Capacity: 40 GPM Date Drilled: 1970
