Description
The General Services Administration (GSA) Great Lakes Region announces an opportunity for General Construction services for the Fire Alarm Project at the John C. Kluczynski Federal Building and Loop Post office in Chicago, Illinois. The purpose of this acquisition is to award a contract to correct deficiencies of the Fire Alarm System at the John C. Kluczynski Federal Building and Loop Post Office. This will include partial fire alarm replacement, in fully occupied buildings, to address building deficiencies, including control panels, alarm and notification devices, transponders, terminal cabinets and all associated conduit and wire. The upgrades will follow GSA standards P-100 and NFPA 72 and 101 as basis of design. The existing fire alarm system, an Edwards System Technology manufacture, will also remain fully functional while the new fire alarm devices are being installed. The designers and installers must be Edwards Technologies certified and also be a NICET III or IV Level for design. The complete solicitation package will be available on or about May 08, 2015 and is only accessible through FBO.gov. The estimated cost of this project falls within the range of $1,000,000 to $5,000,000, with an anticipated project duration of approximately 400 calendar days. Construction is estimated to begin in September 2015. The selected firm will be competitively chosen in accordance with the Federal Acquisition Regulations (FAR) and source selection procedures using the Best Value trade-off process. For this contract, technical factors, when combined, are significantly more important than cost or price. A solicitation will be issued requesting offerors to submit in writing both a technical and a price proposals by the offer due date and time. Responsive offers will be evaluated on technical capability and price. The award will be made to the offeror that represents the best value to the Government. Small Business Participation: This procurement is open to small business concerns only. The North American Industry Classification System (NAICS) code is 236220 with a small business size standard of $36.5 million. Small firms including women-owned, minority-owned, HUBZone, veteran-owned, and service disabled veteran-owned business are strongly encouraged to participate in this project. J oint Ventures: Joint ventures or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality contractor team effort. The complete solicitation package will only be available electronically on the FedBizOpps website (www.fbo.gov). It will be available on or about May 08, 2015. Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Potential Offerors must register on the FedBizOpps website to have access to solicitation material. Firms must also be registered with System for Award Management www.sam.gov. Dearborn, Chicago, IL 60604, 35th Floor, Room 3580, please allow time to get through security prior to the start of the meeting. This meeting is to permit prospective offerors the opportunity to clarify any concerns regarding the RFP, and tour the facility at the John C. Kluczynski Federal Building and Loop Post Office in Chicago, Illinois. Attendance at this conference is not mandatory to submit a proposal, however we consider it vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Any interested offerors must register with Samantha Bohne to attend the conference. The offer due date and time for receipt of proposals will be on or about June 11, 2015 at 3:00 P.M. (Central Time).
