Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-15-T-0138. This acquisition is issued as an Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. (iv) This acquisition is set-aside for Small Businesses. The associated NAICS code is 541712. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 QTY One (1) Integrated Electrospinning System Shipping (vi) Description of requirements: QTY One (1) Integrated Electrospinning System The contractor shall provide (1) integrated electrospinning system (ES) to the Weapons and Materials Research Directorate (WMRD) at the Army Research Laboratory (ARL) in L1130 of Building 4600, Aberdeen Proving Ground (APG), MD 21005. The Contractor shall ensure the integrated ES meets the following minimum criteria: 1.The Contractor shall include with their proposal/quote submission technical drawings for the Government's review/evaluation. 2.The Contractor shall ensure the entire ES operates on standard U.S. 110 Volt Alternating Current (AC) power. 3.The Contractor shall ensure the ES utilizes an optical camera to closely monitor the Taylor Cone formation at the tips of each emitter. 4.The Contractor shall ensure the dimensions of the ES are less than or equal to 61 centimeters high, 61 centimeters deep, and 80 centimeters wide. 5.The Contractor shall ensure the ES utilizes a rotating drum collector unit for orientation and collection of fibers. 6.The Contractor shall ensure the rotating drum collection unit (RDCU) for the ES safely rotates in excess of 2,000 rotations per minute to ensure fiber orientation. 7.The Contractor shall ensure the rotational speed of the RDCU for the ES is controllable through a programmable control unit. 8.The Contractor shall ensure the RDCU for the ES is at least 30 centimeters in circumference and 30 centimeters in length. 9.The Contractor shall ensure that provision for three (3) emitters to be located at positions selected from among five (5) around the RDCU and capable of concurrent electrospinning of three (3) different types of materials, expandable to five (5). 10.The Contractor shall ensure each of the three (3) emitters can be positioned within the plane of the five (5) possible emitter locations. 11.The Contractor shall ensure the rotational angle of each of the five (5) emitters can be independently set. The rotational angle refers to the angle at which each emitter needle points. 12.The Contractor shall ensure the emitters around the RDCU can be manually repositioned by the user. 13.The Contractor shall ensure the five (5) emitters can be rastered along the length of the RDCU. 14.The Contractor shall ensure the raster rate is computer controlled from zero meters per second to 1 meter per second. 15.The Contractor shall ensure the voltage of each emitter around the RDCU can be independently controlled from every other emitter around the RDCU. 16.The Contractor shall ensure the fluid flow rate to each emitter around the RDCU can be independently controlled from every other emitter around the RDCU. 17.The Contractor shall supply single fiber emitter needles for each of the five (5) emitter positions around the RDCU for single component fiber production. 18.The Contractor shall supply two (2) each of the following emitter sizes: 16, 18, 20, 22, 24, and 26 gauge emitters for a total of twelve (12) emitters. 19.The Contractor shall supply a coaxial fiber emitter needle. 20.The Contractor shall supply triaxial fiber emitter needle. 21.The Contractor shall supply two (2) additional syringe pump modules in order to operate the coaxial and triaxial fiber emitter needles. 22.The Contractor shall supply two (2) additional power supply units. 23.The Contractor shall provide complete installation of all parts at the Army Research Laboratory (ARL) at Aberdeen Proving Ground (APG), MD. 24.The contractor shall supply a one (1) year warranty for all parts. The warranty shall take effect the day the unit is installed. Shipping: The Army requires the aforementioned items to be delivered to FOB. (vii) Delivery is required by NLT 60 Days after award. Delivery shall be made to Army Research Laboratory Aberdeen Proving Ground. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: If the device is capable of simultaneous electrospinning of more than three (3) unique fiber chemistries. If the system is able to be delivered in eight (8) weeks or less. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include ___3___ records of sales from the previous __12__ months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause None.
