Description
This is a pre-solicitation notice. The AFLCMC/EBK Contracting Office at Robins AFB, GA has a requirement for the replacement spares consisting of AIM/CATM-120 wings and fins, specifics are identified below. These NSNs are for wing and fin assemblies and are required to be installed on live Advanced Medium Range Air to Air Missile (AMRAAM) missiles as well as Captive Air Training Missiles (CATM) to provide flight stability, lift for flight as well as a control surface for guidance. They are handled and installed on a periodic basis and, if damaged, must be replaced. The articles are manufactured from both Titanium (AIM-120) and Aluminum (CATM-120). The Government intends to award a five-year, firm-fixed price, Requirements Contract with Best Estimated Quantities (BEQs). The RFP and resultant contract will be structured with one basic contract period of 12 months and four annual option periods. The BEQs are subject to change once solicitation is released. First Article testing will be required with various mandatory data deliverables such as First Article Test Plan and Test Reports. A Technical Drawing Package (TDP) identifies the legion component parts and consumables that comprise the physical and performance characteristics and requirements for the wing and fin assemblies. The AIM/CATM Wings and Fins will be manufactured in accordance with the TDP. This requirement will require a First Article for NSNs 1420013970140WR and 1420013960339WR. If an offeror intends to waive the First Article requirements, they must meet the following conditions: 1. Offerors who have previously furnished production quantities of the same or similar article to the prime contractor for delivery to the Air Force. 2. Offerors currently in production of the same or similar article for an Air Force contract and who have received First Article approval under the existing contract. 3. Offerors who have previously furnished production quantities of the same or similar articles to the Air Force, provided articles thus furnished, have exhibited satisfactory performance in service in the opinion of the Air Force. 4. Provided not more than 36 months have elapsed since completion of the contract. Delivery requirements will be 245 calendar days after effective date of order for the first article units and 180 calendar days after effective date of order for the production units. This Requirement is a 100% small business set aside. FAR Part 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. This acquisition will utilize the tradeoff source selection process wherein a tradeoff between non-cost factors and cost/price is permitted in order for the Government to make a best value award decision. Past and present performance is considered to be significantly more important than to cost/price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis of Award" provision in the RFP. Foreign companies will not be permitted to participate in the competition. It is anticipated that the RFP will be released on or around 5 June 2015. The RFP will be posted to the Federal Business Opportunities webpage ( http://www.fbo.gov/ ). The technical data required to respond to the RFP may be obtained through a link that will be provided on the RFP posting on Federal Business Opportunities at the time the RFP is posted. NO HARD COPIES WILL BE PROVIDED. The technical data is export controlled; therefore, only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may access the data.
