- The U.S. Army Contracting Command - Picatinny Arsenal, NJ on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS) is issuing a Market Survey to seek interested sources willing to enter into a Cooperative Research and Development Agreement (CRADA) to design, develop qualify and manufacture approximately 80,000 Lead Free 5.56mm, Short Range Training Ammunition (SRTA) Cartridges. It is anticipated that future procurements will ensue for the period of FY17 -FY21. In exchange for providing the cartridges, the Government will bear the cost to test the cartridges in accordance with the draft performance specification and each Offeror will be provided the results of their test. The cartridges will be subject to Proof of Principle (PoP) including preliminary life cycle testing. The information gathered during testing will be used to support the qualification. NOTE: Testing of the sample rounds will be immediately and permanently suspended in the event that a critical and/or major failure occurs. Offers can pay to have the remaining ammunition shipped back. SPECIFICATION: There currently is no performance specification, however the cartridges shall match the trajectory of standard 5.56mm combat ammunition out to 25 Meters while having a maximum range of no greater than 350 Meters. This allows realistic training at sites where range restrictions and/or shoot house materials (half inch plywood) prohibit the use of standard 5.56mm ammunition and M1037 Short Range Training Ammunition (SRTA). The Lead Free 5.56mm SRTA cartridges shall be used in the M16/M4 family of weapons and may or may not require the use of a modified weapon bolt for weapon function. Delivery of a lead free cartridge, to include a lead free primer, lead free propellant, a lead free projectile, and a lead free cartridge case, will be required to be made No Later Than (NLT) 90 days after signing the CRADA. The CRADA Partner will provide a quantity of the marking rounds listed above to Blue Grass Army Depot (BGAD) for testing (date TBD). The cartridges shall be of a design that meets above mentioned basic requirements. The contractor is responsible for acquiring the appropriate documents for shipment of the cartridges. PLANNED ACQUISITION: The Government is only seeking sources at this time to enter into a CRADA. SUBMISSION INFORMATION: Respondents shall indicate their willingness to enter into a CRADA for this effort. Interested sources are also encouraged to submit information on how their cartridge will be able to meet the performance requirements listed above while not penetrating two sheets of half inch plywood separated by the width of a 2 x 4 at any distance (single shot). Interested parties are also requested to incorporate substantiation for meeting the requirements to include: Description of their capabilities along with sketches, drawings, specifications, brochures, and suppressed/unsuppressed function and casualty Rough Order of Magnitude Cost for a production quantity of 5,000,000 - 10,000,000 rounds Monthly production capability Any test data/results conducted Please identify any proprietary information within your response submission. Interested sources should submit the above requested information no later than 12 June 2015.
