Interested parties are encouraged to review the draft solicitation documents using information available from the GEARSS Bidders Library and submit written feedback or questions NLT 26 May 2015 3:00pm. Requests for CD/DVD must be made in writing and will be made available for pick up at 1050 East Stewart Avenue, Building 2025, First Floor Security Desk, Peterson Air Force Base, Colorado, 80914. A formal Request For Proposal is expected to be released within 30 days. I. PURPOSE/DESCRIPTION This Pre-solicitation announcement constitutes a Notice of Contract Action (NOCA) by the Space and Missile Systems Center (SMC) Global Positioning Systems Directorate (GP) at Los Angeles Air Force Base, California. The GPS Operations Support and Sustainment Division (SMC/GPL) and the Contracting Office (SMC/PKP) located at Peterson Air Force Base, Colorado, intends to award a single Firm Fixed Price (FFP) contract for GPS Engineering, Analysis and Remote Site Sustainment (GEARSS) support of the GPS Ground Control Segment (GCS) managed by GPL. The Master Control Station (MCS) is located at Schriever and is center for on-orbit GPS mission control operations. The Alternate MCS is located at Vandenberg Air Force Base, California. The four remote locations are located at Cape Canaveral Air Force Station (CCAFS), Florida, Ascension Island in the South Atlantic, Diego Garcia in the Indian Ocean, and Kwajalein Atoll in the mid-Pacific. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. A competitive solicitation set aside 100% for small businesses under NAICS 517919 with a size standard of $32.5M is being contemplated. The total period of performance for an awarded contract, to include the phase-in transition, the base year, and all option periods, would be for 3 years 9 months, October 2015 through June 2019. II. SMALL BUSINESS CONSIDERATION The NAICS code for this announcement has been determined to be 517919 with the applicable size standard of $32.5M. Concerns regarding the applicability of this NAICS code or the size standard must be submitted in writing directly to the Contract Specialist and Contracting Officer identified as the Points of Contact (POCs) in this NOCA. If concerns are not received by 3:00 pm MT on 15 May 2015, the acquisition will proceed as classified. If an RFP is issued, only proposals from businesses who provide representations and certifications, as instructed in RFP Section L, indicating they qualify for small business status as classified will be evaluated. III. OMBUDSMAN Pursuant to AFFARS 5352.201-9101, an SMC Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the SMC Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the SMC Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the SMC Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. However, the SMC Ombudsman may refer an interested party to another official who can resolve the concern. Before consulting the SMC Ombudsman, interested parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. DECLARATION This announcement is issued to provide notice of a contracting action to small businesses as defined in Section II to allow a presolicitation period of at least 15 days for industry to consider the draft documents for purposes of submitting a proposal if a formal solicitation is issued in the future. Interested small businesses are encouraged to provide feedback in accordance with (IAW) the attached comment resolution matrix (CRM) to the Government by 3:00 pm MT on 26 May 2015 in order for information to be considered for inclusion or incorporation into a final solicitation package. The feedback or information provided may or may not result in further action. The Government is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted prior to a Solicitation Notice. Nor does the Government intend to award a contract on the basis of this information or otherwise pay for the information provided. The Government may, however, post feedback, answers or clarifications to this notice so all interested parties receive the same information. The Government will remove obvious references to a particular interested party in order to maintain anonymity to the source of the feedback or question. V. NOTIONAL TIMELINE At this time the Government has a reasonable expectation that a solicitation for the GEARSS requirement will be issued. The anticipated date the Request for Proposal (RFP) will be issued is in mid-June 2015. The RFP would be posted for a minimum of 30 days. A formal DoD-compliant Source Selection process using the Lowest Price Technically Acceptable approach to obtaining the best value would occur upon receipt of the proposals. A Source Selection decision would be made according to the criteria established in the RFP package targeting a contract award date of 1 October 2015 with a full rate performance starting No Later Than (NLT) 1 January 2016. Primary performance period would end on 31 December 2018. The Government may exercise the Option to Extend Services clause for up to six months extending the maximum performance period through 30 June 2019. The Option to Extend Services will be pre-priced at award and would not require further notifications to industry. ALL communications shall be in writing and directed to the Contracting staff identified in this posting.
