- The Division of Contract Services (DCS), on behalf of the Department of Labor / Employment and Training Administration (ETA), intends to award a Sole Source contract under the authority of FAR 6.302-1 - Only One Responsible Source and no other supplies or services will satisfy agency requirements, to Command Decisions Systems and Solutions, Inc. ETA has oversight responsibility for the federal-state Unemployment Insurance (UI) program including routinely monitoring the performance and integrity of the 53 state UI programs. ETA has engaged in a project to reengineer its methods and processes of monitoring the performance and integrity of state UI programs. Currently, ETA is developing a self-assessment tool(s) to be used by each state to evaluate the state program's UI benefits operations. To support ETA's continued efforts to reengineer the various performance accountability processes necessary to ensure program integrity and performance, ETA has a need for a contractor to support development of a user guide/instructional manual and training materials for state staff concerning the use of the new self-assessment tool. ETA also needs contractor support to assist in the pilot testing of the new self-assessment tool with selected pilot states and related action following the pilot test. The reengineered processes will involve new roles and activities for ETA's Office of Unemployment Insurance (OUI), ETA's Regional Offices, and all 53 states. ETA is embarking on an effort to reengineer its program accountability processes for the following reasons: •1) Currently, ETA's reviews are not sufficiently focused on identifying opportunities for improved state operations; •2) While the existing reporting and review mechanisms have value and provide oversight functionality, ETA no longer has sufficient staff to support the current structure; •3) As a result of cutting back on some accountability activities, there is a need to improve ETA's ability to assess whether a state is "at risk" for being out of compliance with Federal requirements; •4) There is an opportunity to leverage technology in new ways to support accountability processes; and •5) The state UI agencies are experiencing high turnover of both leadership and line staff, creating a need to develop an oversight process that is also a training opportunity. Services to be performed under Contract include: •1. Develop a user guide/instructional manual on the newly developed state self-assessment tools. This guide will be a product that will be used by the staff selected by state UI agencies to conduct the self-assessment of its UI benefits operations. •2. Develop a set of training materials to be used in training individuals designated by states to serve as the self-assessor of their UI benefits operations. This set of training materials will serve as a helpful resource for individuals using the self-assessment tools to conduct the self-assessment review for the state. •3. Provide assistance to ETA in conducting the pilot test of the self-assessment tool with a select number of states in early fiscal year 2016. This activity will include support during the training session with selected pilot states. It will also include assisting in collecting and addressing the comments and feedback offered by the states during the pilot and delivering a revised final version of the self-assessment tools meeting ETA's approval. This action will result in a Time and Material type contract with a twelve (12) month period of performance. This notice of intent to award a Sole Source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted. The anticipated award date is May 29, 2015.
