- The U.S. Army Corps of Engineers - Engineer Research and Development Center (ERDC) has a requirement to furnish and deliver services for Fourier-Transform Nuclear Magnetic Resonance (NMR) Spectroscopic Analysis on Geological Materials for use by the Geotechnical and Structures Laboratory (GSL) in Vicksburg, MS. The ERDC intends to issue a firm fixed price contract to Spectral Data Services, Inc., 818 Pioneer St. Champaign, IL, 61820-2513 on a sole source basis. The Engineering Systems and Materials Division (ESMD), Geotechnical and Structures Laboratory, has a requirement to obtain localized structural environment data on alkali-activated silicate binders. Specifically, Si-29 and Al-27 Fourier-Transform NMR analysis as a function of starting material (fly ash, metakaolin, or slag), activator chemistry, and curing regime are required to understand the basic nature and behavior of these materials. This research supports basic research programs being conducted under the Military Engineering Program. The ESMD requests that a contract be made for purchase of NMR services from Spectral Data Services, Inc. Spectral Data Services, Inc. is the only commercial firm in the U.S. that is capable of conducting solid-state NMR spectroscopy. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or for future similar requirements. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
