Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a 100% small business set-aside, using NAICS 541850, size standard = $15.0 million. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. All vendors must have a DUNS number, a CAGE code, and be registered with the System for Award Management (SAM) system, to be considered for contract award. The following steps are a guideline to accomplish this: 1. Obtain a Data Universal Number (DUNS) at https://iupdate.dnb.com/ 2. Once you have obtained a DUNS number, register through SAM for a CAGE code at https://www.sam.gov/. For SAM questions, contact askSAM@gsa.gov or amanda.duquette@dred.nh.gov (Procurement Technical Assistance Specialist). This will take 3-5 business days to process. 3. All vendors must use the Wide-Area-WorkFlow (WAWF) invoicing system required by the DoD. Information and self-registration can be found at https://wawf.eb.mil Scope of Work: The New Hampshire National Guard's Recruitment and Retention Battalion (NHARNG-RR) is seeking a billboard advertising contractor to facilitate the production and leasing of media space for seven outdoor billboards throughout the state of New Hampshire as part of the 2015 Marketing/Branding Campaign for a period of 12 consecutive months approximately beginning in the month of May 2015. The billboards design will highlight the New Hampshire National Guard logo and phone number featuring a picture of a soldier. SEE ATTACHED STATEMENT OF WORK FOR FURTHER DETAILS ON THIS REQUIREMENT. All responsible sources may submit an offer, which will be considered by the Government. A firm-fixed price award will be made to the responsive, responsible quote providing the lowest delivered price technically acceptable. Quotation must include a separate line item for each billboard offered. Each line item must include a location description (to include but not limited to street intersection), net amount, start date, end date, copy size, illumination hours, city and state, and zip code. RESPONSES ARE DUE NO LATER THAN TUESDAY, MAY 19, 2015 AT 3:00 PM E.S.T. Please provide a firm fixed price quote with FOB Destination pricing. The quote shall be valid through July 31, 2015. EVALUATION FACTORS FOR AWARD - Lowest Price Technically Acceptable (LPTA). The provisions of FAR Part 52.212-2, Evaluation of Commercial Items apply.
