- Statement of Work BOP VEHICLE UPFITS AUTHORITY Once executed, this document represents authorization to conduct work on vehicles belonging to the Federal Bureau of Prisons, as specified in the Statement of work (SOW). No work will be conducted beyond the SOW without written authorization by both representatives executing this document and/or their authorized designee. OBJECTIVE The purpose of this document is to provide the awarded contractor with sufficient information to install upfit packages in perimeter vehicles. The contractor shall provide all necessary labor, miscellaneous wiring, connectors, tie straps, splices, and screws required to complete the install. All work shall comply with industry standards and codes. SCOPE The awarded contractor shall install a complete and functional upfit package in each vehicle provided as designated. The contractor is responsible for the removal and discarding of debris and ensuring the vehicle are clean and free of debris. QUALITY ASSURANCE 1. The contractor shall be responsible for the overall coordination of the installation and testing to ensure the install does not interfere with the normal operations of the vehicle. 2. It is the sole responsibility of the contractor to deliver a working system installed in each vehicle upon completion. All vehicles will be inspected upon completion. UPFIT WORK Vehicle shall be modified/Upfitted with the supplied equipment in order to achieve BOP mission readiness. The awarded contractor reserves the right to relocate vehicles to their facility for upfit, at no additional cost to BOP. FURNISHED MATERIALS The below materials will be provided with each vehicle. MFG PART # DESCRIPTION QTY CODE 3 21TR47A3 LED LIGHTBAR 1 CODE 3 3599L5 SIREN CONTROLLER 1 COED 3 C3100 SIREN SPEAKER 1 SETINA UNIVGUNRACK * T-RAIL MOUNT UNIVERSAL GUN RACK W/GUN LOCKS 1 BUS CTR BOP DECAL 2 BUS CTR STRIPE KIT * 1 BUS CTR MOUNT BRACKET 2 * Stripe Kit consists of: Three (3) " Federal Bureau of Prisons" stickers, (1 installed on each door and one on the rear of the vehicle centered) Two (2) long (approximately 58") blue/gold stripes, (one installed on each door centered) Two (2) short (approximately 32") blue/gold stripes, (one installed on each door centered) BOP FURNISHED VEHICLES The vehicles being upfitted is located at the National Bus Center in Terre Haute, Indiana. The vehicles provided for the upfits and the following process will occur to protect the interest of both parties: 1. An authorized representative of the contractor will conduct an inspection of each vehicle, noting abnormalities (i.e. finish damage, body damage, interior fabric/material damage or discoloration, missing items- jack/tires/lugs/knobs, etc.), affixing their printed name, signature and date upon completion of the inspection. 2. An authorized representative of the BOP will counter sign, print their name and date each inspection report, acknowledging the findings of the contractor's representative. 3. Once a completed inspection report is obtained, the contractor will assume control of the op furnished vehicle for Upfit. 4. Upon completion of the Upfit process, a representative of the contractor will conduct the same inspection, execute sign-off requirements and date the documents. 5. The BOP representative will inspect the completed vehicle and fully execute the document. VEHICLE COUNT 2014 Ford Escape 4X2 SUV Compact 24 2015 Jeep Patriot Altitude 4X2 SUV 5 2015 Toyota Tacoma 4X2 Pickup 51 80 Total Vehicles Completed models is located at the National Bus Center WARRANTY - VEHICLES UPFITTED BY THE CONTRACTOR The contractor will provide a one year warranty on installation work performed from the date the vehicle is returned to the National Bus Center with a fully executed inspection report. The contractor will cover any associated cost to cover repairs associated with warranty work, when its warranty procedures are followed. Representative of the BOP will contact the contractor seeking warranty work coverage, prior to having work performed on the vehicle associated with the upfit package. Details on obtaining warranty work will be provided by the awarded contractor. The contractor retains the right to determine if repairs are more cost effective to be completed at a local vendor. INVOICING The BOP will provide vehicle in increments of ten. Upon completion of ten vehicles, an invoice will be forwarded to the Fleet Manager for approval for payment of the negotiated price. Payments will be processed and paid within thirty days. No advance payments will be authorized.
