- Synopsis: Please note that this is NOT a request for quotes or proposals. The Government is seeking information for market research purposes only. The Department of Veterans Affairs, VISN 3, Network Contracting Office 3 (10N3NCO) is currently conducting a market survey for firms capable of providing the following service: Testing of Airborne Infection (Negative Pressure) in Isolation Rooms A.General Description: Monthly testing of Airborne Infection (Negative Pressure) Isolation Rooms is required to ensure HVAC equipment is functioning properly to maintain negative pressure in such designated rooms. Contractor shall furnish all labor, supervision, materials, and quantitative measurement equipment necessary to accomplish complete monthly testing of airborne infection (negative pressure) isolation rooms at New York Harbor Healthcare System. Location: New York Harbor Healthcare System Brooklyn Campus 800 Poly Place Brooklyn, NY 11209 B.Specifications: 1.The monthly testing schedule will be closely adhered to prevent inconsistent and unnecessary call-ins. 2.The contractor shall assume full responsibility for compliance with all federal, State, city, and local laws, rules, and regulations governing testing of airborne infection (negative pressure) isolation rooms as well as specific VA directives governing testing of airborne infection (negative pressure) isolation rooms. When such rooms are occupied by patients on airborne precautions and/or contact precautions the contractor is required to follow New York Harbor Healthcare System's implemented Occupational Safety and Health Administration (OSHA) Respiratory Protection Program under OSHA 29 CFR 1910.134 and/or any CDC guidelines. 3.Contractor shall provide and bring quantitative methodology testing equipment. This equipment shall be certified and inspected on an annual basis. This equipment shall also be cleaned and disinfected at the contractor's facility in compliance with the equipment manufacturer's guidelines and as warranted. 4.Airborne infection (negative pressure) isolation rooms listed shall be tested monthly. These rooms shall be tested with use of equipment which provides a quantitative measurement. 5.The positive pressure isolation room listed shall be tested monthly. This room shall be tested with use of equipment which provides a quantitative measurement. 6.New York Harbor Healthcare System's Brooklyn Campus reserves the right to delete or add the number of airborne infection (negative pressure) isolation rooms being tested monthly as deemed necessary (i.e. Influx of Patients/Cohort of Patients due to Influenza). C.Required Reporting: 1.The contractor is responsible for supplying, completing, and submitting all reports required or requested by Federal, State, or local ordinances, which pertain to any duties contained in the contract. 2.The contractor is responsible for supplying, completing, and submitting all reports required to New York Harbor Healthcare System's Brooklyn Campus designee on a monthly basis within five (5) days in order for any deficiencies to be corrected by the facility to prevent disruption in patient care. 3.The contractor is responsible for supplying and posting signage with use of a removable mechanism at the time of monthly testing on the entry doorway and/or doorway of airborne infection (negative pressure) isolation rooms and/or the positive pressure isolation room alerting patients, visitors, and staff that the room is not operating as designed. Contractor signs shall read as follows: "Do Not Use for Respiratory Isolation." Responses to this notice must be submitted in writing via email and must be received not later than Friday, May 15, 2015, 1:00pm EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov). Responses to this notice must be submitted in writing, and received not later than Friday, May 15, 2015, 1:00 pm EST.
