- Description
- The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the National Weather Service (NWS) intend to award a purchase order to InterMet. The NWS needs is to replenish logistics spares of Trane regulators (de-reelers) for the Upper Air Program. InterMet is the only know qualified source of de-reelers for the Upper Air Program. All equipment critical to upper air soundings must be qualified to be used for radiosonde flights. Currently, only the InterMet item 900316 is qualified to work with the existing instruments. At this time undergoing a qualification program for trane regulators for the existing radiosondes is not feasible. Due to low stock levels, there is insufficient time to qualify another dereeler supplier. Because of the proprietary nature of this product all spares for this System are required to be certified and qualified by the National Weather Service. It is not possible to substitute for this item; any logistical spares must be qualified and only the International Met Systems item 900316 is currently qualified. Acceptance of any item other than the original equipment would require that qualification testing be accomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in upper air soundings being interrupted during the period. For this reason, only International Met Systems Item 900316 is deemed acceptable at this time. The NAICS code for this requirement is 334519. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under FAR 13.106-(b)(2).. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and to provide the supplies. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
