- Attachment 3 - Additional OIG Terms and Conditions The purpose of this modification is to: The U.S. Postal Service Office of Inspector General (OIG) intends to award a firm fixed price contract to a Supplier who possesses comprehensive knowledge and expertise with the funding approaches of universal service obligation in the European Union. The attached solicitation describes the work to be performed, states the terms and conditions that will apply to any agreement that is awarded, provides instructions for preparing and submitting proposals, and the evaluation criteria used for contract award determination. The proposal must contain the following: Technical Proposal - The Technical Proposal must describe how the offeror will accomplish the requirements as detailed in the Statement of Work (SOW). The technical proposal may also include an Executive Summary that indicates the offeror's understanding of the scope of the solicitation and that presents a brief overall introduction to the entire proposal. The Technical Proposal should address the evaluation factors outlined in the SOW. Business (Price) Proposal - The Business Proposal must be submitted as a separate email. The Price Proposal should contain a narrative description about the supplier's pricing methodology. The requirements for this solicitation are outlined in the Statement of Work. Failure to comply with the requirements will be cause for disqualification. Along with the Technical and Price proposals, please complete the following documents: a) PS Form 8203 [Blocks 14 and 16; and Blocks 27 (a-c)] b) USPS OIG Representations and Certifications c) Non-Disclosure Questions regarding this solicitation must be received no later than Friday, May 22, 2015 by 12:00 PM Eastern (email only: ceverette@uspsoig.gov ); Subject Line: USPS OIG Solicitation 6HQOIG-15-A-0019. Final proposal submission must be received by 12:00 PM Eastern on Wednesday, June 10, 2015. The USPS OIG will not pay expenses related to the preparation of proposals.
