Description
THE JOINT PROJECT MANAGER FOR ELIMINATION (JPM-E) HAS THE MISSION TO DEVELOP, PRODUCE, TEST, INTEGRATE, SUSTAIN, OPERATE AND FIELD THE CAPABILITIES (PEOPLE, EQUIPMENT, AND TRAINING) REQUIRED TO CONDUCT CHEMICAL WMD DESTRUCTION OPERATIONS (ASSESS, ACCESS, DEMILITARIZE, DECONTAMINATE, DISPOSE, AND RECOVER) WORLDWIDE. GIVEN A SET OF REQUIREMENTS, THE JPM-E WAS ASSIGNED THE TASK TO EVALUATE, SELECT, AND TEST A TECHNOLOGY TO REMEDIATE AGENT CONTAMINATED SOILS FOUND AT CHEMICAL WEAPONS BURIAL SITES. TO FACILITATE THIS TASK, THE JPM-E EVALUATED THE MATURE, COMMERCIAL TECHNOLOGIES CURRENTLY AVAILABLE TO REMEDIATE CHEMICAL AGENT-CONTAMINATED SOILS AND DEBRIS. THE PROJECT CONSISTS OF THREE PHASES. THE FIRST PHASE WAS THE SELECTION OF A TECHNOLOGY. THE SECOND PHASE WILL BE THE AWARD OF A CONTRACT TO TEST THE TECHNOLOGY. THE THIRD PHASE WILL BE THE EXECUTION OF THE TEST. BASED ON THE MARKET RESEARCH OF THE EXISTING TECHNOLOGIES, THE GOVERNMENT HAS SELECTED THERMAL DESORPTION TECHNOLOGY. THE GOVERNMENT DETERMINED THAT THERMAL DESORPTION CAN BEST SATISFY ITS REQUIREMENTS. THIS SELECTION WAS BASED ON A MARKET SURVEY CONDUCTED BY THE JPM-E ON BEHALF OF THE RECOVERED CHEMICAL MATERIALS DIRECTORATE (RCMD) AND BASED ON THE RCMD MINIMUM REQUIREMENTS SUCH AS THE SYSTEM MUST BE ABLE TO: (1) REMEDIATE CONTAMINATED SOILS (2) RELEASE PRODUCTS FROM THE TREATMENT TO THE GENERAL PUBLIC (3) BE TRANSPORTED VIA RAIL, ROADS (PAVED AND UNPAVED), OR SEA WITHOUT THE NEED TO OBTAIN ANY SPECIAL PERMITS. THE GOVERNMENT PLANS TO AWARD UP TO TWO CONTRACTS TO TEST THERMAL DESORPTION TECHNOLOGY, WITH THE TESTING SCHEDULED TO BE COMPLETED BY THE END OF CALENDAR YEAR 2016. THE TESTING WILL TAKE PLACE IN TWO PHASES. THE FIRST PHASE WILL BE A DEMONSTRATION WITH SURROGATE SPIKED SOILS AT THE SITE OF THE SUPPLIER?S CHOOSING. THE TESTS WILL BE OBSERVED BY ON SITE GOVERNMENT EVALUATORS. THE SUPPLIER WILL BE RESPONSIBLE FOR PROVIDING SURROGATE SPIKED SOIL, ANALYZING SOIL SAMPLES, AND DISPOSING OF TREATED SOIL. THE SUPPLIER WILL BE RESPONSIBLE TO OBTAIN ALL REGULATORY PERMITS TO PERFORM THE TESTING IN THE FIRST PHASE. THE THERMAL DESORPTION TECHNOLOGY WILL NEED TO COMPLY WITH ALL REGULATORY REQUIREMENTS AND BE CAPABLE TO BE PERMITTED TO SUPPORT THE TEST SCHEDULE. THE SUPPLIER WILL ALSO PROVIDE A FINAL REPORT OF THE TEST RESULTS. THE SECOND PHASE, BASED UPON THE RESULTS OF THE TESTING AND FUNDING AVAILABILITY, MAY INCLUDE TESTING OF CHEMICAL WARFARE AGENT CONTAMINATED SOILS AT A LOCATION SPECIFIED BY THE GOVERNMENT. THE SOLICITATION WILL ALSO INCLUDE AN OPTION FOR THE GOVERNMENT TO PURCHASE THE THERMAL DESORPTION EQUIPMENT, TECHNICAL SUPPORT, PROPRIETARY TECHNICAL DATA PACKAGE, AND DATA RIGHTS AS WELL AS MISCELLANEOUS ITEMS SPECIFIC TO THE THERMAL DESORPTION SYSTEM PENDING THE RESULTS OF THE TESTING. A WRITTEN REQUEST FOR PROPOSALS WILL BE ISSUED. AWARD OF THE SUBJECT CONTRACT IS ANTICIPATED TO BE NO LATER THAN 20 SEPTEMBER 2015.
