- Sources Sought Synopsis: This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to provide the items stated in this RFI. Background: To provide sustainment and preventative maintenance on 2 x each Liebert Model NX 15KVA UPS systems with 24 x HX150E batteries and systems at Davison Army Airfield, Fort Belvoir Virginia. Objectives: The contractor shall provide all labor, materials and equipment to complete the following: Scheduled preventative maintenance, service and repair of the 2 x each Liebert Model NX 15KVA UPS systems with 24 x HX150E batteries in each system at Davison Army Airfield, Fort Belvoir Virginia. Tasks: On a semi-annual basis preschedule with the Air Traffic Control Maintenance Manager, Davison Army Airfield. The contractor must be able to have a guaranteed 4-hour on-site response, 7days/week, 24 hours/day. Complete visual inspection of the equipment including internal sub-assemblies, wiring harnesses, contactors, cables, and major components. Check all mechanical connections for tightness and heat discoloration, making corrections where necessary. Clean any foreign material and dust from internal compartments. Perform a status check of all alarm circuits. Calibration of the equipment to meet manufacturer's specifications. Operational checkout of the system to include transfers and proper status indications. Install or perform Engineering Field Change Notices (FCN) as necessary. Return unit to operational service with normal load then measure and verify display indications. Note: Preventive Maintenance usually requires a shut-down to ensure electrical connection. Includes battery recycling as required, with documentation meeting EPA requirements. Includes one Annual Preventive Maintenance Service and one Semi-Annual Preventative Maintenance Service visit on the UPS and internal battery cabinet. UPS Full Preventive Maintenance Service Semi-Annual Service Perform a temperature check on all breakers, connections, and associated controls. Repair and/or report all high temperature areas. Perform a complete visual inspection of the equipment including subassemblies, wiring harnesses, contacts, cables, and major components. Check air filters for cleanliness. Check module(s) completely for the following: Rectifier and inverter snubber boards for discoloration. Power capacitors for swelling or leaking oil. DC capacitor vent caps that have extruded more than 1/8 quote mark. Record all voltage and current meter readings on the module control cabinet or the system control cabinet. Measure and record harmonic trap filter currents. Annual Service Includes the above, plus: Check the inverter and rectifier snubbers for burned or broken wires. Check all nuts, bolts, screws, and connectors for tightness and heat discoloration. Check fuses on the DC capacitor deck for continuity (if applicable). With customer approval, perform operational test of the system including unit transfer and battery discharge. Calibrate and record all electronics to system specifications. Install or perform Engineering Field Change Notices (FCN) as necessary. Measure and record all low-voltage power supply levels. Measure and record phase-to-phase input voltage and currents. Review system performance to address any questions and to schedule any repairs. Inspect the appearance and cleanliness of the battery and the battery room. Clean normal cell top dirt accumulation (to be done only with battery off line). Measure and record the total battery float voltage and charging current. Measure and record overall AC ripple current. Measure and record overall AC ripple voltage. Visually inspect the jars and covers for cracks and leakage. Visually inspect for evidence of corrosion. Measure and record the ambient temperature. Verify the condition of the ventilation equipment. Verify the integrity of the battery rack/cabinet. Measure and record 100% of the cell temperatures. Measure and record the float voltage of all cells. Measure and record all internal impedance readings. Provide a detailed written report noting any deficiencies and corrective action needed, taken and/or planned. Re-tighten all battery connections to the battery manufacturer's specifications, offline only. Corrective Maintenance Performed as Required Refurbish cell connections as deemed necessary by the detailed inspection report. ------------- Using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 10:00AM, 12 May 2014, the requirement will be solicited as a 100% set-aside for small business accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 811212 with a size standard of $27.5 million are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages must not exceed three (3) pages and shall be submitted via e-mail to MAJ Nikea Brame at nikea.m.brame.mil@mail.mil, with a courtesy copy (cc) to Haydee L. Soto-Carreras, at haydee.l.soto-carreras.civ@mail.mil at no cost to or obligation to the Government.
