- The U.S. Department of Commerce, NOAA, and the National Seafood Inspection Laboratory (NSIL) in Pascagoula, MS intends to award a purchase order to Milestone, Inc. for a Two Year Miles-Care Service contract for two DMA instruments (DMA-80 #05100270 with T1024 #05080289 and a DMA-80 #05090268 with T1024 #06010347) in use by the National Seafood Inspection Laboratory. The NSIL provides laboratory-based analytical support to NOAA's Seafood Inspection Program, NOAA Enforcement and Research and Academia clients for the determination of Total Mercury in finfish species traditionally linked to high Total Mercury accumulations. Operational readiness of the DMA instruments is central to NSIL's ongoing and historical Total Mercury in Seafood Species Survey work. The method employs a combustion process where mercury vapor is collected onto a gold amalgamator and subsequently desorbed for quantitation. Sample preparation is fast, simple and results can be obtained within five minutes. Compared to other instrumental methods for Total Mercury, analysis is straightforward. Analytical results are accurate and interpolated via regression-line calibration curves analyzed prior to samples. Given the history of NSIL's analytical requests for Direct Mercury concentrations in finfish from various clients, the DMA-80 instruments are an essential asset to NSIL's suite of analytical equipment and thus should be maintained in operational readiness. Primary use of the instruments is for NOAA's Seafood Inspection Program, NOAA's OLE Program and Federal or Academia Research Projects. Milestone DMA-80 instruments are highly specialized, requiring vendor service, maintenance and technical support, as they contain components that wear-out and require replacing. Additionally, they require periodic settings and software adjustments to optimize run efficiency. This procurement includes all travel, parts, labor, priority in service scheduling and yearly preventative maintenance visits. Milestone, Inc, is the only know vendor that can provide the Milestone DMA-80 Two Year Miles-Care Service Contract which meets NOAA's needs Minimum Specifications: a. Contract shall provide all replacement parts, labor charges and travel costs required to maintain the listed device(s) in proper working order. b. Contract shall provide a yearly preventative maintenance visit for each device and firmware upgrades to devices that are compatible. c. Contract shall provide all accessories used in conjunction with covered devices. Examples include Terminals (repairs or like replacements only, not upgrades), Keyboards, Mice and Chip-Card Readers. The NAICS code for this requirement is 811310. The proposed contract action is for services for which the government intends to solicit and negotiate with only one known source. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
