- This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This notice serves as the official announcement of the award of the Technical Information Engineering Services (TIES) Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract. This announcement pertains to the Unrestricted Suite only. The contracts were awarded on 08 May 2015, and includes nine (9) total awardees including 1) Adams Communication & Engineering Technology, Inc, 2) Battelle Memorial Institute, 3) Booz Allen Hamilton, 4) CACI Technologies, Inc. 5) DHPC Technologies, Inc. 6) EOIR Technologies, Inc. 7) Praxis Engineering Technologies, Inc., 8) Leidos, Inc., and 9) Sotera Defense Solutions, Inc.. The estimated total contract value of the entire TIES program is approximately $994,675,676.00. This MA IDIQ contract will be Task Order driven and Task Orders under the Unrestricted Suite will be issues on a Full and Open Competition Basis among all nine Awardees. The work conducted under TIES will span multiple areas of interest supporting the Information and Intelligence (I2WD) mission. Some of these areas includes (but not necessarily limited to) Signals Intelligence (SIGINT), Measurement & Signature Intelligence (MASINT), Human Intelligence (HUMINT), Image Intelligence (IMINT), Electronic Warfare (EW), Information Operations (IO), Information Warfare (IW), Language Translation, Command, Control, Communication, Computers Intelligence, Surveillance, and Reconnaissance (C4-ISR), Biometric Enable Intelligence (BEI), Fusion Integrity, Automatic Target Recognition (ATR), Combat Identification (CID), Radio Detecting and Ranging (RADAR), Aircraft and Ground Vehicle Survivability Equipment (ASE & GSE), Electro-Optics (EO), Infrared (IR) requirements advancement or Cyberspace Operations.
