- NOTE: The order of magnitude for this effort is $5 to $10 million and not $5 to $7 million. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - The Solicitation is not available at this time. This notice does not constitute a commitment by the Government. The U.S. Army Corps of Engineers, Galveston District has a future requirement. This project located in McAllen, Texas consists of converting a 22,000 square foot (SF) warehouse into various admin office spaces, multiple processing spaces, and several detention holding spaces. Construction will also include plumbing/ sewage line additions to include city utility connections, security/ data system, detention grade toilet/ sink fixtures to include exhaust system, and supporting furnishing for all spaces. Additionally, project will consist of installing new toilet/ sink fixtures to include exhaust system and all associated plumbing/ sewage lines for proper operations in an existing 55,000 SF holding area. Also, HVAC (VRF) and back-up generator system will be provided for the entire complex (22,000 SF + 55,000 SF). During construction, project will have to be phase in accordance to the following 3 phases: (1) 22,000 SF processing/ holding completed and operational, (2) 22, 000 SF admin completed - entire 22,000 SF building operational, (3) 55,000 SF holding area complete. At no time during construction phasing shall existing CPC operations be interfered with in any way; management coordination is critical throughout the project. The contractor must understand Homeland Security Presidential Directive 12 (HSPD-12) card access requirements as it pertains to physical access control systems. Also, the contractor must have an understanding of detention grade hardware and state/ local permitting process. Project duration is 360 days at cost of between $5M to $7M. 1)Contractor must demonstrate a clear understanding and ability to coordinate among multiple local, state, federal agencies similar to U.S. Department of Homeland Security and Customs & Border Protection with prior projects of similar magnitude and scope. Coordination and management experience shall include, but not limited to, partnering meetings, construction scheduling, and warranty follow-up. 2)Contractor must demonstrate with previous project experience, ability to coordinate project phasing without any interruption in operations. 3)Assigned Project Manager and Superintendent must have a minimum 2 years of experience with projects of similar type or size. 4)Contractor must have a clear understanding of Border Patrol operations as related to processing and detention with projects of similar type and magnitude. The Period Of Performance is estimated at 360 calendar days after acknowledgement of the Notice to Proceed and includes an Option for the placement of additional riprap. There are two (2) options. Bonding Requirements: The Contractor shall provide Performance and Payment Bonds within (5) calendar days after award. The Contractor shall begin work within (15) calendar days after acknowledgement of the Notice to Proceed. The North American Industry Classification System (NAICS) Code is 236220. The Size Standard is 36.5 Million. The Government contemplates awarding a contract with firm-fixed unit prices resulting from the future Request For Proposal (RFP). Market research is being conducted to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The order of magnitude for this effort is $5 to $10 million. Qualification: Responses to this Sources Sought announcement shall indicate specialized experience and technical competence. The evaluation will consider overall experience. 6. Submission Requirements: Firms submitting responses shall provide information on the most recent (last three(3) years), up to five (5) like or similar projects that show you can meet the above requirements. Provide a contract number, project location, description of work requirements, contact and phone number for each effort. Proof of Small Business Administration (SBA) registration 8(a) and Hub-zone Small Business shall be provided with this response.
