- Notice PDF Sources Sought Notice This is a Request for Information Project Title: Policy, Guidance and Human Capital Support Specific Tasks We are issuing this sources sought synopsis as a means of conducting market research to identify firms having an interest in providing professional engineering services to support the Deputy Assistant Secretary of Defense, Systems Engineering (DASD(SE)). The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330, Engineering Services. THERE IS NO SOLICITATION AT THIS TIME This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Questions concerning submissions should be directed to Mr. Nicholas Tambasco, Contract Specialist via email at nicholas.j.tambasco.civ@mail.mil. No phone calls will be accepted. We seek information on firm's abilities to support DASD(SE). The contractor shall have the capability to provide professional engineering services to support DASD(SE) functions listed below. If your firm has the potential ability to perform these contract services, please provide the following information: 1) A brief five to seven page capabilities' statement. The capabilities' statement should address the functions identified below and demonstrate how the firm's performance during the last three years is relevant to the listed technical areas. Firms will add the following statement at the end of their capabilities statement and respond with an ‘X': "If this project becomes a definite requirement and an RFP is issued, our firm expects [ ] or does not expect [ ] to submit a proposal." 2) Company name and address 3) Company Point of Contact, phone number and e-mail 4) DUNS and CAGE Code Number 5) NAICS codes associated with the company 6) Socio-economic categories associated with the company (i.e. SDB, WOSB, SDVOSB, 8(a), etc.) 7) Identify contracts your company has been awarded under NAICS 541330, Engineering Services. 8) Point of Contact, phone number, and emails of individuals who can verify the demonstrated capabilities identified in the capability statement Functional Areas Firms submitting a response to this Notice should address performance of the following functional areas in their capabilities statement: Contractor support for policy development, specifically DODI 5000.02, integration of Systems Engineering into OSD policy, and the continued evolution of the Defense Acquisition Guidebook (DAG). The contractor shall continue development of the Systems Engineering Plan (SEP) outline. Contractor coordination of Systems Engineering (SE) actions with the DDT&E office to ensure that elements of programs being measured during various systems engineering reviews move programs toward meeting design and operational testing requirements to allow smooth program transition from design, development and into production phases of development. Contractor support for specialty engineering policy and guidance development in Quality Engineering, Human Systems Integration, Reliability and Maintainability Engineering, Safety Engineering, and development of IT specifications and standards. Contractor support for Software Engineering, Software Engineering policy and guidance, Software Engineering improvement programs, software performance measurement, parametric modeling and analysis, and software acquisition program documentation reviews. Contractor shall coordinate with the DoD Industrial Base and logistics communities on diminishing manufacturing sources and material shortages (DMSMS). DMSMS is in response to loss of manufacturing in the US and political changes around the world that make access to both manufactured products and some raw materials more difficult to obtain. Additionally, sources must be secure in that the products provided must meet specifications and in the case of items with software, software assurance measure must also be taken. The Contractor shall review programs to ensure that DMSMS issues are mitigated in order to preclude program risks as programs move from design through to production. Contractor assessment of planning, design and acquisition strategy, and production schedules for DASD(SE) during Program Support Reviews (PSRs). Contractor support for policy and guidance, technical review of manufacturing, manufacturing policy and guidance, as well as review and analysis of program manufacturing. Contractor support for the development of Systems Engineering organizational and capability development and assessment to improve the DoD's engineering workforce. This function also supports development of future DoD SE leaders, development of the software engineering workforce, and the system security engineering workforce. The contractor shall support institutionalized systems engineering through interface with organizations such as INCOSE, JTC1/SC7 ISO life cycle management, NDIA and TechAmerica. The contractor shall support ODASD(SE) in support of the NATO Technical Cooperation Program (TTCP). The contractor shall support the Systems Engineering Research Center (SERC) Administration. Submission Requirements The Due Date to submit a response to this Notice is 27 May 2015 by 10:00 am EST.
