- The Philadelphia Office of the U.S. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department intends to purchase new (not refurbished warranted as new) Trade Agreements Act (TAA) compliant Commercial Off-The-Shelf (COTS) computer workstations, monitors, and laptops, brand name or equal to the Hewlett-Packard (HP) and Dell products represented in the solicitation document of this combined synopsis/solicitation notice, in support of the life cycle replacement of computer workstations, monitors, and laptops employed in the operations of the J7 Directorate of The Joint Staff. FOB Destination delivery of the required computer products to The Joint Staff, J7 in Suffolk, VA is required as specified in the solicitation document for each solicited item/configuration. The applicable Federal Supply Code (FSC) and North American Industry Classification System (NAICS) code for this procurement are 7050 and 334111, respectively. Vendors providing quotations must be registered in the Government ™s System for Award Management (SAM) database to be considered for award; see www.sam.gov for further information and instructions. BRAND NAME OR EQUAL CRITERIA: Submitted quotations will be reviewed and determined by the Government to be technically acceptable or technically unacceptable. A submitted quotation must meet the Government ™s minimum requirement for each item/configuration being procured in order to be considered technically acceptable for that item/configuration. For each quoted item/configuration, the quoted product ™s concurrence or non-concurrence with each of the stated minimum requirements of the CLIN Configurations/ Specifications of RFQ N00189-15-Q-Z082 is to be notated by the vendor in the solicitation document and a product description with complete specifications and all related warranty information is to be provided with the quotation, including the description of warranty coverage, the time period of the coverage, and any limitations of the warranty. If a quoted item/configuration is determined by the Government to be technically unacceptable, it will render that item/configuration ineligible for the possibility of award. The Government will not give any favorable consideration, preference, extra credit, or other positive regard to a quotation or part of a quotation which could be construed to exceed the Government ™s minimum requirements. BASIS FOR AWARD: For all responsible vendors quoting technically acceptable items/configurations that are responsive to all aspects of the solicitation, it is the Government ™s intention to award a firm fixed price purchase order to the vendor(s) whose quotation represents the lowest price for each solicited item/configuration or an aggregate of the solicited items/configurations if doing so will result in the lowest overall price after consideration of the cost to the Government of processing multiple awards.
