- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Office of the Director (OD), plans to procure on a sole source basis a service contract for a PE IVIS Series 100-240V, from PerkinElmer Health Sciences Inc.,710 Bridgeport Avenue, Shelton, CT 06484-4794, United States. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 811219, and the applicable business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for twelve months from July 01, 2015 through June 30, 2016. The CCR Animal Resource Program (ARP) is managed through the Office of the Director (OD), CCR. The ARP provides animal resources, training and education, imaging, and technology development in support of moving basic science discoveries to the clinical setting. The ARP's primary objective is the planning, development, and coordination of laboratory animal resources for the CCR's research programs. The CCR Animal Resource Program is responsible for the maintenance of five Perkin Elmer IVIS optical imaging instruments for the NCI, CCR. A sole source to PerkinElmer Health Sciences Inc. is intended for this order; based on the fact the PerkinElmer IVIS optical imaging instruments has one of the most sensitive and flexible small animal optical imaging system in both bioluminescence, fluorescence and now X-ray. Precise optical and X-ray overlay brings your optical signal into anatomical context. The IVIS Lumina systems are calibrated to NIST standards assuring NCI's consistent and reproducible results independent of magnification or filter selection from one instrument to any other IVIS instrument around the world. In order to assure these instruments are available and in good working conditions at all times, NCI must secure a follow on maintenance support plan with PerkinElmer Health Sciences Inc. The contractor shall provide: •Unlimited on-site repairs which will include parts, labor and travel expenses •Unlimited access to telephone technical support •One pre-scheduled on-site preventative maintenance and diagnostic servicing •All updates of proprietary software and firmware during the coverage period. •All maintenance services shall be performed in accordance with the manufacturer's standard maintenance practices by manufacturer certified technical representatives. Due to the nature and complexity of the instruments, the original manufacturer is the only vendor qualified to provide: original parts, software upgrades to the proprietary software, product corrective actions, and telephone technical and troubleshooting assistance. The manufacturer will replace and/or repair all defective parts on an unlimited basis. Timely repair is necessary for these busy core lab instruments. Thus based on this information PerkinElmer Health Sciences is the only known source for this service. No other repair service has access to the proprietary parts that PerkinElmer Health Sciences uses on its instruments, or the ability to respond to a service call within 24- 48 hours, which the manufacturer will guarantee. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by May 28, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
