Description
G.V (Sonny) Montgomery VA Medical Center Jackson, MS 39216 Performance Work Statement (This is for information only) Background The G.V. (Sonny) Montgomery VA Medical Center located at 1500 E. Woodrow Wilson Drive in Jackson Mississippi has a need for a 24-hour Air Ambulance Bed-to Bed service to two other VA Medical Centers being the Michael E. DeBakey VA Medical Center located at 2002 Hocombe Blvd. in Houston Texas 77030 and Tennessee Valley Healthcare System- Nashville Campus 1310 24th Avenue South Nashville, TN 37212 and on a emergency basis other medical centers may be used. This will be a single patient service and have a TWO hour of the initial call from authorized individuals from the G. V. (Sonny) Montgomery VA Medical Center, Jackson, MS. OPERATIONAL REQUIREMENTS: "Contractor shall hold a valid Air Carrier Operating Certificate issued by the Federal Aviation Agency, hereinafter referred to as FAA, for an air taxi operation. The operations Authorized under this certificate shall be such that he can perform the services required by this contract. The contractor shall abide by all applicable FAA Regulations. Each pilot who performs under this contract shall hold a valid commercial airman's certificate with appropriate rating for the conditions of the flight being undertaken and operate under the air taxi rules for that certificate. The contractor shall comply with all applicable Federal, State and Local Regulations governing the operation of an air ambulance service. "An FAA flight plan shall be filed and used for any aircraft used for air ambulance flight under this contract. Wherever practicable and possible, the pilot shall take advantage of all existing ground and air communication facilities. Before each flight, the pilot shall obtain the latest information relative to weather, airport conditions and navigation facilities and, further shall be satisfied that all conditions are such that they will not constitute a hazard. "Prior to contract award, the successful offer shall provide certifications and qualifications of all personnel involved in the performance of the resulting contract. Also, included name and telephone numbers of dispatchers. REQUIREMENTS: The Fixed Wing Aircraft shall consist of the medical transport vehicle; transport personnel and patient care equipment, and supplies in accordance with the Association of Air Medical Services Standards. The air ambulance provider shall be responsible for ensuring that the following exist: "Current air ambulance license or certificate "Appropriate license or certificate for the aircraft under applicable Federal Aviation Regulations "Copies of license or certificates shall be provided to the Contracting Officer prior to award PERSONNEL: The Critical Care Registered Nurse, Advance Cardiac Life Support Certified (ACLS) primary function is to carry out the medical duties of the medical mission that has been accepted by an air medical transport unit and shall be qualified to perform the medical responsibilities of the mission. A copy of his/her license or certificate shall be provided to the Contracting officer prior to award. In addition to the assigned medical duties, the Critical Care Registered Nurse shall be responsible to the pilot for the in-flight security of the patient and the security of the medical equipment and supplies throughout the medical admission. Responsibilities also include assisting the pilot with evacuation procedures. In instances where patient car must be continued by G.V. (Sonny) Montgomery VA Medical Center personnel, the patient shall not be transported unless the Critical Care Registered Nurse can also be accommodated to maintain supervision of aircraft medical systems. The flight crew members (flight crew members include, pilots, navigators, radio operators, and crew chiefs) shall have specialized training and shall be able to comply with FAA or other applicable regulations (association of Air Medical Standards). A copy of their license or certificate shall be provided to the Contracting Officer prior to award. Emergency Medical Technician-Paramedic providing the services for emergency ambulance service for the contractor of the Air Ambulance Bed-to Bed Service contract shall be certified, licensed or otherwise recognized by the Federal, State or Local government or by public entity under which the ambulance services operated or by which it is governed. PATIENT CARE REQUIPMENT AND SUPPLIES: Patient care equipment and supplies shall be available and maintained in an airworthy condition. The medical equipment and supplies shall be on board and shall be readily accessible. All shall have provisions for easy and secure storage. All items that may have to be carried with the patient during transport to and from the aircraft shall be appropriately packaged. As a minimum, the following items of medical equipment shall be available to be carried on board, and shall comply with Medical and FAA approvals and regulations: Defibrillator Medical Oxygen Supply System Medical Gases and Airway management Equipment Litter Equipment for cardiac monitoring Bandages and medical supplies Musculoskeletal Appliances Lighting Contracting Officer shall ensure all special requirements be included such as type of equipment that may need to be permanently installed inside aviation medical transport vehicle, etc. All requirements of staffing and ambulance service between Jackson VAMC and the Jackson airport shall be the same between the receiving airport and the assisted VAMC.
