- The Naval Surface Warfare Center Panama City Division intends to award a Firm Fixed Price contract on a limited source to Coast Dynamics Group Ltd doing business as (DBA) SHOXS of 1759 Sean Hts Unit 101, Saanichton, BC, V8M 0A5, Canada; or Professional Components Ltd DBA Shockwave Seats of 2074 Henry Ave Sidney, BC, V8L 3S6, Canada. These are the only known companies that are capable of meeting the Governments requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to fully compete this action is based upon responses to this synopsis. All responsible sources may submit a response that shall address each of the following requirements: 3. REQUIREMENTS. 3.1. Materials Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials shall be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements and promotes economically advantageous life cycle costs. 3.1.1. For the purposes above, material is defined as any item article or material that is not a direct part of the actual seat or suspension of the final deliverable. 3.2. Components. 3.2.1. Recycled, recovered, or used components. All components of the seating system shall be newly manufactured. Recycled, recovered, or used components shall not be used. 3.2.2. For the purposes above, component is defined as an article, material, or supply incorporated directly into the seating system. 3.2.3. Corrosion control. 3.2.3.1. The seating system shall be constructed of corrosion resistant materials (non-ferrous materials), or have suitable corrosion protective surface treatments, that will allow the seating system to operate in the environments defined in 3.3.10. Dissimilar metal interfaces shall have barriers to prevent dissimilar metal corrosion. 3.3. General requirements. 3.3.1. Seating system, with the exception of the LCAC mounting interface (provided by industry for LCAC interface), shall be a Commercial Seat modified for LCAC use. This product shall be part of current design and in production. Proof that a product is a Commercial Modified seat must be provided by the following means: drawings photographs of completed seats, and sales documentation to customers of that specific seat. 3.3.2. Seating system size, shape, control, and structural design shall accommodate 5th percentile female (stature = 59.5") to 95th percentile male (stature = 73.9") occupants as defined in ASTM F1166-07. 3.3.3. Each fully assembled seat (to include LCAC interface hardware) shall weigh less than 120 pounds. 3.3.4. Seating system shall be capable of withstanding accelerations specified in 3.3.5 when occupied by 5th percentile female (109.8lb ) to 95th percentile male occupants as defined in ASTM F1166-07. The weight of the 95th percentile male occupant is 267 lb (121.2 kg). 3.3.5. Seating system shall be capable of withstanding, as ultimate loading, the following separately applied accelerations when occupied by the weight specified in 3.3.4. Upward 4.5G Aft 3.0G Sideward 3.0G either direction Forward 3.0G Downward 3.0G 3.3.6. Seating system personnel restraint system and attachment points shall be designed to withstand ultimate design loads 1.33 times those resulting from the acceleration forces specified in 3.3.5. 3.3.7. Seating system personnel restraint system shall be a 5-point restraint and one-hand, quick-release feature. Inertia reels will be provided on the craftmaster seat, and standard restraints without inertia reels will be used on the jump seat. The craftmaster seat shoulder restraint will be permanently connected to the waist restraint for one side of the seat. The quick-release mechanism shall not be permanently mounted to the anti-submarine belt. 3.3.8. Seating system shall be capable of mitigating vibration from time history accelerations defined in 3.4.3, when occupied by the weight specified in 3.3.4, during normal, non-catastrophic operations. 3.3.9. Seating system covering and padding shall be resistant to wear and suitable for use in a marine environment, with fire- resistant capability conforming to A-A-59517, commercial item description. 3.3.10. Seating system shall be capable of withstanding the environmental conditions defined in MIL-STD-810G for Humidity (Method 507.2, Procedure IV), Fungus (Method 508.3, Procedure I), and Salt fog (Method 509.2, Procedure I), with no degradation or impairment of performance. As such, only non-ferrous materials (marine grade stainless steel, coated aluminum, etc) may be used in the construction of the seat. 3.3.11. The seat fore/aft adjustment control locking mechanism shall release by lever actuation and automatically lock when the lever is released. Fore/aft adjustment controls must be accessible from both front and rear of the seat to aid ingress and egress from craft exit to the seated position and visa-versa. To provide up/down adjustment, the seat shall adjust in an upward direction when the locking mechanism is released. Occupant weight shall be used to adjust the seat down when the locking mechanism is released. When the locking mechanism is released the seat shall move in an upward direction. Note, that the operator must be able to adjust the suspension system from the seated position of the seat being adjusted or from the standing position next to the seat being adjusted. 3.3.12. Crew seats shall provide appropriate padding, lumbar support and shape contouring to provide side load support and comfort for the occupant's back and buttocks. Design of cushioning must include provisions for a lumbar support and must include an adjustable lumbar support that will accommodate from 5th to 95th percentile occupant. 3.3.13. The seat shall be constructed and finished in a thoroughly workmanlike manner. Particular attention shall be given to neatness and thoroughness of welds, riveting, machine screw assemblies, painting and freedom of parts from burrs and sharp edges. Offeror shall submit quality plan and certificate of conformance for welds and assemblies consistent with industry standards. 3.3.14. Offeror shall provide a commercial assembly drawing with parts list identifying materials, finished and applicable specifications. 3.3.15. Seats will provide lockout mechanism once desire spring rate and seat height is achieved. This is to prevent seats from over extending or collapsing in case of adjustment spring system or air spring/damper failure. This lock out mechanism must have various lock out sots to accommodate 5th percentile female (109.8lb ) to 95th percentile male occupants as defined in ASTM F1166-07. The weight of the 95th percentile male occupant is 267 lb (121.2 kg). 3.3.16. 3.4. Suspension detail requirements. 3.4.1. Seat suspension is required to be optimized for the LCAC operational environment. LCAC operational testing determined that suspension range shall be between 5 and 6 inches. The maximum allowable suspension travel is limited due to the operator controls interface and overhead clearance restrictions. 3.4.2. Suspension systems with a ratio of 1:1 between vertical seat travel suspension systems are technically acceptable. The ratio is calculated by dividing the vertical seat travel by the suspension stroke. 3.4.3.. Suspension/shock modules between all seat types must be interchangeable to allow casualty suspensions seats to be replaced during deployment. 3.4.4. Seat suspension is required to operate without the use of electrical power. 3.4.5. The seat suspension must be adjustable per the occupant weight. The seat must have a gauge or measuring device to measure suspension setting for occupant weight. The suspension system will utilize an air spring/damper. 3.4.6. Seats shall be capable of mitigating dynamic exposure to levels below acceptable limits as specified in ISO Standards 2631 Part 1 (1997) & Part 5 (2001) (see attachment) and as specified in sections 14.4.5 of ASTM F1166-07. For an exposure duration of 4 hours in the LCAC operational environment, the weighted acceleration (aw) is required to be 1.35 m/s2 or below in the frequency range of 0.5 to 80 Hz and should strive to be 0.55 m/s2 or below as an objective. The offeror should provide simulation results that show the lowest achievable weighted acceleration value for this operational environment. LCAC acceleration data is provided. Equations to calculate the weighted acceleration are given in ISO Standard 2631 Part 1. 3.4.7. The suspension shall move the seat backrest and seat pan together in order to prevent operator discomfort. Seats will also provide lock out feature in-case of suspension/adjustability failure. 3.4.8. The suspension travel will prevent the seat from hitting the suspension stops during an acceleration event 10 times the acceleration of gravity at sea level when the seat occupant is the 95th percentile male. 3.5. Detail requirements for Craftmaster style seats. 3.5.1. Seating shall be provided in the Command Module as follows: Command Module: Craftmaster Seat (1) Command Deck Engineer Seat (1) Command Deck Navigator Seat (1) Command Deck Wave Commander Seat (1) Command Deck 3.5.2. Flight crew seats, side arm support and interface equipment shall be identical in terms of function and control. This is to ensure interchangeability within different Flight Seat positions. 3.5.3. Craftmaster style crew seats shall be interchangeable. 3.5.4. Adjustment. 3.5.4.1. Seats shall be compatible with seat tracks per NAVSEA drawing 662-5749737E. Seats shall be mounted on sliding tracks to permit fore and aft movement of at least 12 inches adjustment in increments of 1 inch. The seat tracks for each seat are located 13 inches apart measured from the track centerline. The seat track geometry and existing adjustment holes may be utilized. Note that parts may be mounted to the existing seat tracks to provide adjustability; however, additional parts may not be higher than the existing seat track which is 0.5" above the deck Additional parts may not require any modification to the craft or tracks for integration. Offeror will not use existing sliding mechanism from existing LCAC seats (where the seat physically attaches to the track). 3.5.4.2. Vertical adjustment shall be no less than 4.5 inches in increments no greater than 1/2 inches. 3.5.5. Dimension tolerance. 3.5.5.1. Seat cushion shall be 19.5 inches in order to fit in the LCAC. Given that many commercial seats will not meet this dimension, allowance is given for the seat to be modified from the original commercial design to meet this tolerance. 3.5.5.2. The vertical distance between the top of the seat tracks and the seat reference point (SRP) as defined in MIL-STD-1472G (see attachment) shall be no greater than 11.00 inches. This distance shall be measured with the seat adjusted in the lowest vertical position with the suspension at full extension. The vender shall use the top of the seat track as deck datum surface (reference document in section 2.3). The seat shall maintain full suspension operational vibration mitigation characteristics while adjusted in the lowest position 3.5.5.3. The seat length fore to aft shall be no longer than 30 inches. 3.5.5.4. Seat height shall be no taller than 37.5 inches in the lowest position. 3.5.5.5. The armrests on crew member seats shall include padding for comfort, but hand grips are not required. Armrests should fold up separately for ingress and egress. The seats shall incorporate folding armrests on each side of the seat which comply with paragraph 5.7.3.4.5 MIL-STD-1472G (see attachment) except that vertical adjustment of plus or minus 1.5 inches in increments of 0.5 inches is not required; however, the armrest must be adjustable fore/aft by a minimum of 3.0 inches when in the lowered position. 3.5.5.6. The minimum allowable distance between armrests is 18.0 inches. The maximum width between the flight crew seats, including armrests, shall be designed to accommodate crew equipment such as a side arm, and to provide effective means of ingress and egress. 3.5.5.7. External width of armrests must be no greater than 23.5 inches due to craft constraints. 3.5.6. Attachment. 3.5.6.1. Command module operator seats shall interface with the existing seat track as shown in NAVSEA drawing 662-5749737E. 3.5.6.2. In order to interface with the Wave Commander seat track, part number 5749737-007, the seat wheel base shall not exceed 16.50 inches. 3.6. Detail requirements for the jump seat. 3.6.1. Seating shall be provided for the jump seat as follows: Loadmaster Seat (1) Port Observation Station Troop Commander Seat (1) Command Deck 3.6.2. This seat is situated in a tight space and as such, it is required that the seat pan fold parallel to the backrest in order for personnel to occupy the loadmaster station. The seat pan shall fold up to accommodate ingress/egress. No arm rests are to be provided for this seat due to dimensional constraints. 3.6.3. The load master seat restraint system must have a 5-point restraint system without inertial-reels. It shall have a one-hand, quick-release feature. The waist and shoulder belts on each side of the seat should be connected. The quick-release mechanism shall not be permanently mounted to the anti-submarine belt. 3.6.4. Adjustment. 3.6.4.1. Vertical adjustment is required for this seat in order to accommodate the 5 percent female to 95 percent male military occupants. Vertical adjustment shall be no less than 4.5 inches in increments no greater than 1/2 inches. 3.6.4.2. There shall be no horizontal adjustment for this seat. 3.6.5. Dimension tolerance. 3.6.5.1. The deck to the SRP distance for the Loadmaster Seat position shall be no greater than 18.25 inches while set in the lowest vertical position. The deck to SRP distance for the Troop Commander Seat position shall be no greater than 13.5 inches while set in the lowest vertical position. 3.6.5.2. The backrest width shall be no greater than 14.0 inches. The maximum seat pan width shall be no greater than 18.25 inches.
