DRAFT Statement of Work- (SOW) DRAFT ITO Attachment 1.7- (Cross Reference Matrix) DRAFT ITO Attachment 1.6- (NTE Coefficient Pricing Matrix) DRAFT ITO Attachment 1.5- (Sample Client Authorization Letter) DRAFT ITO Attachment 1.4- (Sample Consent Letter) DRAFT ITO Attachment 1.3- (Sample Questionnaire Cover Letter) DRAFT ITO Attachment 1.2- (Past Performance Questionnaire) DRAFT ITO Attachment 1.1- (PPI Tool) DRAFT ITO Attachment 1.0- (Team List) Draft Section M- (Evaluation Criteria) Draft Section L- (Instructions to Offeror) Draft Solicitation SYNOPSIS : This acquisition is for the Tinker Air Force Base (TAFB) Multiple Award Construction Contract (MACC) Program to provide a broad range of construction, repair, and maintenance of real property. The MACC program will include: 35% Design-Build, 100% Design-Build and Contruction Only at TAFB, OK. This acquisition is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) Code is 236210 Industrial Building Construction with corresponding annual size standard of $36,500,000. The Government intends to award up to four Indefinite-Delivery Indefinite-Quantity (IDIQ) type contracts with a Firm-Fixed Price Contract Line Item (CLIN) structure from this solicitation. This is a competitive source selection conducted in accordance with FAR 15.3, as supplemented, in which the Government may trade off competing offeror's past performance with price, for all technically acceptable proposals in which competing offerors' past performance history will be evaluated as significantly more important than cost/price; however, cost/price will contribute substantially to the selection decision. Award will be made to the offeror who is deemed responsible in accordance with the FAR Part 9, as supplemented, whose proposal conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L-Instructions to Offerors) and is assessed based on the evaluation factors and subfactors to represent the best value to the Government. The Government seeks to award to the offeror who gives the Air Force the greatest confidence they will best meet the requirements. DRAFT PRE-SOLICITATION : THIS IS ONLY A DRAFT AND THEREFORE IS SUBJECT TO CHANGE. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal when the formal solicitation is released. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) SOLICITATION. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this notice. Contractors shall not contact any Government officials other than the individual outlined below in regards to the subject draft solicitation. Tinker AFB is interested in obtaining industry feedback regarding the Draft Solicitation and Attachments, Statement of Work (SOW), TAFB Specifications and TAFB Base Standard Details. Specifically, identify areas that could require additional explanation, potential future issues, and/or areas that could be refined to provide a clearer understanding of the requirements. Time permitting, all relevant questions will be answered and uploaded in a future attachment to this posting. There will be no company identifying information in a question and answer posting. Please reference "Draft RFP FA8101-15-R-0004" in the subject line when submitting questions/comments. Answers to questions will be distributed on FedBizOpps. A one-time pre-solicitation conference and site visit will be conducted at Tinker AFB, OK. The exact date, time, and location of the pre-solicitation conference will be provided on this post at a later date. Registration will be necessary, and all required information and details will be detailed here on FedBizOpps. Further, a formal Request for Proposal (RFP) solicitation with supporting documents will be posted following to the pre-solicitation conference, thereby providing offerors the opportunity to thoroughly review and understand the requirement prior to proposal submission. IMPORTANT NOTICE: Previously, offerors were required to register in the Central Contractor Registration (CCR) database and have an active registration in CCR prior to completing their Reps and Certs (Section K of the solicitation) in the Online Representations and Certifications Application (ORCA) prior to award of a contract. Offerors are now required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov. If an offeror previously had an active CCR/ORCA account, the offerors information has automatically been incorporated into the SAM database. Offerors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an offeror ineligible for award of DoD contracts IAW FAR 4.1102.
