Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USMC - MCTSSA intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. USMC - MCTSSA is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a quote on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. A site-visit / job walk will be held on May 19, 2015 @ 12:00 pm PDT for the purposes of visualizing, clarifying, and evaluating the Government?s requirements, along with any pertinent information needed to provide an accurate quotation. Participation at the site-visit is not mandatory. Although the site-visit is not mandatory, Sellers SHALL NOT submit Bids prior to the date of the site-visit (May 19, 2015). Contact the Government Point of Contact to provide your name for attendance purposes with our Security Team and instructions/directions for accessing MCB Camp Pendleton and MCTSSA. The site visit walk will begin at the Visitor?s Center promptly @ 12:00 pm PDT. Contractor shall provide all parts, material, and labor for the installation of metal ramps, landings, stairs, handrails, and canopies w/ footings to existing portable buildings (CLINs 0001 ? 0002), along with a separate installation charge (CLIN 0003) for the entire project located at the Marine Corps Tactical Systems Support Activity (MCTSSA), MCB Camp Pendleton, CA. Contractor will be responsible for the demolition and clearing of any pre-determined structures necessary to complete the installation. MCTSSA will be responsible for the on-site transporation and off-site disposal of existing demolished structure material. Contractor will be responsible for prepping the areas beneath and around the cleared landing areas to ensure proper fit and lay of the ramp against the portable buildings and where the ramp, stairs, or canopy supports attaches to the ground surface. Contractor will be responsible for keeping the area clean on a daily basis and final clean-up of the installation post-assembly, with the exception of any dirt or asphalt removal from site. The contractor will need to coordinate with the MCTSSA Logistics Office on a daily basis for assistance with dirt or substance removal. Contractor shall bring on-board any equipment within reason that is necessary to properly install and complete the installation of the ramps structures. Staging areas will be located next to each building under installation and away from designated parking lots. Contractor is responsible for properly placing warning tape and other safety devices around and near the project and staging areas for accident avoidance. Contractor will be liable for damage to Government property or Government personnel not associated with the direct installation of the aluminum structures. Contractor will take all precautions necessary to ensure the project is conducted in a safe and professional manner. All quoted ramp and landing structures will reflect the following requirements/conditions: - Existing ground surface is non-leveled asphalt - Americans with Disabilities Act (ADA) compliant - International Building Code (IBC) compliant - Galvanized Aluminum construction preferred - Modular design for easy assembly** - Vertical picket guard rails w/ looped hand-rail ends - Adjustable leg braces - Skid resistant, corregated surfaces (non-skid decking) - Attaches to portable wooden buildings - Ramps, Stairs, Landings, and Canopies will need to be configured and leveled securely to the asphalt to ensure proper installation and function between the portable building and the ground surface - Canopy designs shall conform to attached picture - Ramps, Stairs, and Landings shall conform to existing modular ramp system designs already on the compound, and in accordance with the attached diagrams. - Ramps, Stairs, and Landings shall be measured and designed in accordance with existing threshold heights on the portable buildings (trailers) **Note: All quoted products shall fit and comform to existing TMP Services Modular Ramp Assemblies and components that are standing inventory (see red-colored diagrams). New Equipment ONLY; NO remanufactured or "gray market" items. Equipment must be OEM, even if it is an equivalent item (no knock-off equipment). All items must be covered by the manufacturer's warranty. At a minimum, all quoted products must provide a complete solution to enable the Government to produce overhead photos and video in order to obtain that perspective during testing operations. All 'equivalent' solutions must contain product diagrams, pictures, technical information, in order to determine product equivalence. Non-submittal of this information along with your quote will render your quote technically unacceptable. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. (FAR 52.247-34) The selected Offeror must comply with the following payment terms and conditions: FAR Clause 52.232-33; DFARS clauses 252.232-7003 & 252.232-7006. Partial payments, pre-payments, or progress payments are NOT allowed for this contract. Contractor will be paid in full when all work is completed and the finished product is inspected and accepted by the Government. Payment is contingent upon technical adherence to requirements agreed to in the final contract and the satisfaction of the overall completed project by the Government. Invoices shall be submitted through Wide-Area Workflow after acceptance of job is given. Bid MUST be good for 60 calendar days after close of Buy.
