- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334112 with a size standard of 1000 employees. The Government requires a follow-on contract for continued development of specialized high performance computing equipment previously procured under competitively awarded contract FA8751-15-C-0001. Continued development will supply and install chilled water manifolds and piping and liquid cooling packages to computer equipment cabinets. Afterward, the racks will be deployed and connected to a server room chilled water cooling system. It is the intent of the Government to award a sole source, logical follow-on contract to Advanced HPC, 4887 Ronson Court, Suite A, San Diego CA 92111-1812, the original source of the equipment. A source other than Advanced HPC would be expected to be knowledgeable of Advanced HPC's high performance equipment engineering and solution, would be expected to be capable of dismantling and re-integrating racks and equipment, and would be responsible for continuing to honor and carry all warranty terms and conditions written into the original contract. Given this background and requirements, it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements would be encountered while sources other than the original expended time and effort learning and understanding original equipment design in attempt to compose and submit an acceptable proposal for follow-on activities. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. A Sole Source Justification will be attached to the subsequent Notice of Award.
