- USDA, Animal Health and Plant Inspection Service (APHIS), has an upcoming requirement for shade cloth along with installation/repair in Beltsville Maryland. APHIS is seeking interested sources from all business concerns that are capable of providing the work and materials required. The Statement of Work is as follows: The National Plant Germplasm Quarantine Center (NPGQC) in Beltsville, Maryland is a world reference laboratory for plant diagnostic testing and deals with many complex diseases and pathogens that threaten agricultural and native plants. The BSL-2 and BSL-3 buildings at NPGQC are some of the newest and most complex buildings within APHIS. Quarantine Screenhouses 5,6,7,8 are used to test prohibited plant germplasm from foreign countries for pathogens of high consequence. Each screenhouse section has an internal shade/heat retention system that is used to create the correct environmental condition conducive to pathogen diagnostic testing. The shade system is integrated with our Q-Com environmental controller for sequencing vents, and light intensity. The system is a slope-flat-slope roof line truss to truss type shade system controlled by computer. The polyester/aluminum shade retention cloth is over 14 years old and needs to be replaced in all of the four Quarantine Screenhouses and provide repair to the shade drive systems as needed. The following are approximate dimensions for each screenhouse: Screenhouse 5--30' wide by 68' long, Screenhouse 6--30' wide by 68'long, Screenhouse 7-- 30' wide by 68' long, Screenhouse 8--30' wide by 68' long. Vendor must and install new shade cloth with same type, color (grey/white) and shade factor. The existing polyester/aluminum environmental screens are of the ULS-16 style with a shade factor of 65%. Equivalent UV degradation resistance/shade factor and manufactures are acceptable. I.E. Fiberlane FF/FR Trevira CS.The North American Industry Classification System (NAICS) code is 337920 with a small business size standard of 500 employees. This is not a request for proposals, but instead market research to determine interested sources prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest and to obtain capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested concern, please provide the following information: 1.) Business name and Point of Contact; 2.) DUNS number; 3.) Indication of business size (large or small), and small business status if applicable (ie. HUBZone or SDVOSB); 4.) A brief Statement of Capability which demonstrates the ability to meet the requirements specified in the above statement of work; 5.) A statement regarding the manufacture of the shade cloth, indicate if you are a manufacturer of the cloth, or, if you will not be manufacturing the cloth, will the cloth be manufactured by a small or large manufacturer (include name of manufacturer, brand name of cloth, and the source country of the shade cloth). This notice is to determine if there are small business manufacturers and if there are US manufacturers of this shade cloth. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 1:00 p.m., Central Time, on 26 May 2015 to the attention of Patricia M. Simon, Contract Specialist, via e-mail to patricia.m.simon@aphis.usda.gov
