- Sources Sought Notice: Microbiology Lab Instrument - Pre-Analytical Automated Microbiology High-Through Put Specimen Processor DESCRIPTION: This is a Sources Sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this Market Survey/Sources Sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought Synopsis only. Questions should be submitted by email to david.decker3@va.gov. Provide only the requested information below. The purpose of this Synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 334516 ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING (size standard: 500 employees). Responses to this Synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a Solicitation announcement may be published on the FBO or GSA e-Buy website. Responses to this Sources Sought Synopsis are not considered adequate responses to the Solicitation announcement. All interested offerors will have to respond to the Solicitation announcement in addition to responding to this Sources Sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to provide the one (1) Pre-analytical Automated Microbiology high-through put specimen processor at the Ralph H. Johnson VA Medical Center (RHJVAMC) in Charleston, SC is to assist RHJVAMC Pathology and Laboratory Medicine Service (PLMS) in quality, reproducibility, increased productivity in regards to processing, and culturing of Microbiology samples. This Laboratory Instrument must be capable of meeting the following requirements and the following salient characteristics: 1.Mandatory Requirements Instrumentation Requirements A.System i.The instrument must be a complete system, no parts to change or accessories to purchase in order to operate the instrument. ii.Any additional costs such as the Industrial funding fees, special shipping and handling fees must be clearly indicated in the price quote. B.Specimen Processor i.The instrument provided must be a stand-alone, walk-away instrument with a compact footprint, capable of the complete processing of microbiology specimens for routine bacterial culture, either by manual or automatic processes, as well as, inoculating, streaking and barcoding media plates. ii.The instrument platform must be able to simultaneously process both liquid and non-liquid specimens. These specimens may include, but not be limited to Urines, Stools, fluids, etc. iii.The instrument platform must be able to accept current specimen containers and capable of allowing continuous loading of up to 100 samples in various containers at once, under sterile and hazardous free conditions. iv.The Instrumentation platform must be able to work with different types of prepared culture medium, as well as, media packaging (mono-plates, bi-plates, and broths). v.The Instrumentation platform must have the capacity to load a minimum of four, up to nine different types of plate media and broths at one time, with a total capacity of each medium up to 30 plates (120 - 270). vi.The Instrumentation platform must be capable of unique streaking patterns for colony count, as well as, quadrant streaking for selective media, as required. C.Software/Interface i.The processor shall provide the following characteristics: Compatible with PLMS Laboratory Information System, through direct connect or via middleware Data Innovations. ii.User Friendliness. The computer shall have state-of-the art Technical functions that allow for efficient and intuitive clinical usage, i.e. touch screen. iii.Vendor will provide technical support with LIS interfacing of the instrument that allows for bi- directional communication for specimen identification, order, etc. iv.System must include an onboard QC program capable of printing/displaying all internal QC/calibrations (example: when QC is out-of-limits). Installation A.Contractor shall provide complete equipment for "turn-key" operation, tools, material and labor for installation, clinical training and technical (Biomed) training necessary for the seamless implementation of Automated Microbiology processor at the Veteran Affairs Medical Center, Charleston, SC. B.Vendor will provide the technical assistance/procedures to perform correlation studies required in the validation process as stipulated by CAP, FDA, and other regulatory bodies. C.Vendor will review current ordering conditions/samples assisting with good laboratory practice. Service and PM A.The vendor shall provide a unit with a new 550W minimum power supply unit (PSU, i.e. Lithium) to ensure longevity of equipment and avoid power failures during critical cases and reduce need for frequent maintenance. This battery shall have a high MTBF rating. B.The instrument must require minimal staff PMI maintenance, and have a clearly defined maintenance schedule during its period of warranty, with an option to extend, via purchase, a maintenance agreement. C.Must be able to provide service sufficient to meet the needs of the P&LMS. Field engineer service support must be available within three hours of notification. All repairs must be completed within 24-hours from the time the field engineer arrives. Requests for service will be through one vendor. D.A twenty-four hour/seven-day service hotline with technical support will be through one contractor. All calls must be answered within one hour via telephone. E.Service is to include all travel, parts for repair or replacement, and labor. F.Vendor will supply a new instrument if the instrument installed is out of service for more than 8 hours on (five) 5 separate occasions, or if one (1) occurrence is out of service for more than five (5) days under the warranty period. Training/Procedures A.Vendor shall provide operating manual, electronically and hardcopy. B.The vendor shall provide on-site clinical training as well as web based courses, if available, for initial training. C.The vendor shall provide one key operator training at their off-site facility. D.The vendor shall provide technical training for Biomedical Engineering and provide technical support by phone 24 hours a day for urgent needs and troubleshooting. Value Added Characteristics A.Modular for future expansion: the vendor will provide the participating facility with Food and Drug Administration (FDA) approved analyzer/equipment, reagents and the disposables required for the performance of plating testing and must include the following capabilities, and work with previously acquired systems/reagents in place, as to minimize delays in patient testing: "Gram Stain slide preparation and staining capabilities "Future ID, including MALDI-TOF, and current AST systems "Addition of incubators REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the ability to provide the requested equipment with the salient characteristics that meets the requirements described above. Include past experience in providing this laboratory equipment to the VA, other Government (Federal or State) agency, or for a private facility. If a FSS/GSA contract schedule holder, please provide contract schedule number. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.
