- SUBJECT: NOTICE OF INTENT TO AWARD SOLE SOURCE TO STRUERS, INC. FOR PREVENTIVE MAINTENANCE (PM) ON FOUR (4) PIECES OF EQUIPMENT FOR ABERDEEN TEST CENTER (ATC), ABERDEEN PROVING GROUND, MD 21005. The U. S. Army Contracting Command, Tenant Division, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Struers, Inc, 24766 Detroit Road, Westlake, OH 44145-1598. Struers Preventive Maintenance Plans (PMP) are designed to preserve and enhance equipment reliability by replacing common wear parts before failure, verifying system performance based on factory level testing and inspecting and evaluating the technical performance to correct any deficiencies. ATC is requesting the bronze level plan offered by Struers. The equipment is proprietary and only Struers certified technicians are able to provide the service. The contractor shall provide repair services on four (4) pieces of equipment list below: Rotopol-31 - Silver Serial Number 4920730 Multidoser - Silver Serial Number 4605633 Prontopress-20 - Silver Serial Number 5071370 Duramin-A300 C - Silver Serial Number 5640122 Vital services provided by the PMP are: A yearly PM visit to the Materials lab Standard service kit (wear parts) Unlimited Phone Support Struers Certified Technicians Factory Calibration with Certificate Standard Verification ATC is asking for 2 additional option years for this contract. The contractor shall provide services to keep the mounting and polishing equipment is working condition. It also includes a PM and standard verification on our micro-hardness tester which is vital to a lot of testing performed at ATC. All this equipment helps support multiple projects at ATC and needs preventive maintenance and service to work properly. All failure analysis requires material preparation, and without this service, the failure analysis capability of the materials lab could be lost until repair which would be more expensive then the PM Service. Award to another contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. The North American Industry Classification System (NAICS) for this requirement is 334519 and the size standard is 500 EMP. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 1:00 PM, Eastern Standard Time, 15 May 2015. This notice of intent is not a request for competitive proposals or a solicitation of offers.
