Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for replacement of a Chiller and HVAC equipment at the Cold Regions Research and Engineering Laboratory located in Hanover, NH. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238220. The project is scheduled to be issued on or about August 1, 2015. The construction will likely start in the fall of 2015 and is expected to take about 8 to 12 months to complete. The estimated construction cost is $500,000.00 to $1,000,000.00 The general scope of work for this project is to provide and install a new chiller on the roof of the TIAC building at the Cold Regions Research and Engineering Laboratory located in Hanover, NH. In addition to replacing the existing chiller, a new direct digital control (DDC) system will be installed and subsequent balancing of the existing air system and chilled water system will be performed. The scope of work will include the demolition and removal of the existing chiller, providing and installing new DDC system for the TIAC building HVAC systems (air and water as described on drawings) and subsequently integrating the new TIAC DDC controls with the CRREL campus central DDC system. The contractor will provide new variable air volume (VAV) box controllers and thermostats for all VAV boxes in the building and connect to the new DDC system. The contractor shall also install new controllers, valves, actuators, and instrumentation for the existing air handlers AHU-1 and AHU-2, replace the 3-way hot water control valve at the boiler and connect to the new DDC system. The contractor shall provide for architectural, structural, and electrical modifications to the building as necessary to perform the work and patch and repair all roof, wall, and ceiling surfaces/structures affected by the work of this project. Interested firms should submit a capabilities package to include the following: business classification (i.e. small business), qualifications and experience with performing at least 3 projects of similar size, nature and complexity and completed within the last 5 years. Also, indicate the team subcontractors that will be used to support the offeror's effort on the project requirements mentioned above. Proof of bonding capability is also required. Responses are limited to twenty pages. Responses are due May 26, 2015. Interested firms shall provide documentation identified above in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
