A15PS00536 Statement of Work THIS IS A BUY INDIAN SET ASIDE The Bureau of Indian Affairs (BIA) is soliciting offers to procure for Highway Services for Division of Transportation, Force Accounts Farmington, NM. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. A15PS00536, herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. This acquisition is for a Native American Owned Business Small Business Set-Aside under the Buy Indian Act (25 U.S.C). The NAICS Code is 217310, Size standards $36.5. Scope of Work: Contractor shall provide all labor, materials, supervision, incidentals necessary to provide pavement marking services and supplies for the following: Hot Thermoplastic Pavement Markings Type "H" Solid Yellow, solid white, Broken Yellow and Pavement Markings Type "H " STOP bar in accordance with the "Revisions and Supplemental Specifications to Division 100 Thru 700 of Specifications for Construction of Roads and Bridges on Federal Highway Projects" Section 634, Permanent Pavement Markings and Contract Documents (attached). All work shall be coordinated through the Construction Manager and Material Certifications shall be provided for acceptance prior to placement of materials. Note that more then a single mobilization may be required to complete the work, anticipate one mobilization to complete the work in the New Mexico work. This project is located on Navajo Route 12 near Wheatfields and Lukachukai Arizona, and N9 located East of Crownpoint, New Mexico. Period of Performance is from date of award through September 30, 2015. In paragraph (b) of FAR 52.212-5(b), the Contractor shall comply with the following FAR clauses that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive order applicable to acquisitions of commercial items: FAR 52.223-18, Encouraging Contractor Policies to Ban Text Messaging while Driving; FAR 52.225-1 Buy American Act-Supplies; FAR 52.222-3, Convict Labor; FAR 52.211-16, Variation in Quantity; FAR 52.211-17, Delivery of Excess Quantities; FAR 52.232-18, Availability of Funds; FAR 52.216-02, Economic Price Adjustment-Standard Supplies: The Service Contract Act does apply and DIAR clauses are herein incorporated as follows:. 1452.226-70, Indian Preference; 1452.226-71, Indian Preference Program; 1452.280-4, Indian Economic Enterprise Representation; and 1452.204-70, 52.232-99, Providing Accelerated Payment to Small Business Subcontractors. Award will be made at a fair and reasonable price to the lowest responsive and responsible offeror whose quote conforming to the requirements herein will be the most advantageous to the Government.
