- FA4418-15-R-0022 FY15 Weapons Station Earth Work Pre-Solicitation Notice Amendment 01 The purpose of this amendment to the pre-solicitation notice is to: 1. Remove all work associated with DKGV 11-2286 Repair Stormwater Drain Pipes, Northside and Ordnance (Railroad) from this requirement. --End of Amendment-- THIS IS A PRE-SOLICITATION NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST FOR PROPOSAL This notice is posted in accordance with FAR 5.2 and 36.213-2 Project: FY15 Joint Base Charleston Weapons Station Earth Work Solicitation Number: FA4418-15-R-0022 The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for various earth work projects at Joint Base Charleston - Weapons Station, Goose Creek, SC. The contract type will be Firm-Fixed Price. This solicitation will be a 100% Small Business set-aside. Dollar magnitude for this contract is between $500,000 and $1,000,000. The anticipated performance time is 180 calendar days. The applicable NAICS Code is 238990 and the size standard is $15,000,000.00. The work to be performed under project numbers DKGV 11-2284 Design and construct Repair Earth Cover, Various Magazines (NMC); DKGV 12-2103 Add Utilities to CE Maintenance Shop, B.449; and DKGV 12-2161 AT/FP - Construct Fence, B.31, consists of providing all design, labor, materials, equipment, and supervision required as follows: 1. DKGV 11-2284: Add soil to 42 EA underground ammunition storage facilities in the Naval Munitions Command area to achieve the minimum 2 ft of Earth Cover IAW AFMAN 91-201, AFI 21-201 and DoD 6055.09-M. 2. DKGV 12-2103: The project consists of installing utilities (water, sewer, heat) to a maintenance shop where repairs to piping, valves, etc. are performed. 3. DKGV 12-2161: Install fence around the building 31 to include fencing long the embankment. Design and Construction shall be IAW UFC 4-020-01 and UFC 4-020-02 NOTICE TO OFFEROR(S)/SUPPLIER(S): FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. NOTE: This requirement is a total small business set-aside; therefore, FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25 percent (25%) of the cost of the contract, not including the cost of materials, with its own employees. The successful contractor will be selected using Trade-off procedures resulting in the Best Value to the Government. The Government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. NOTES: (1) The solicitation, specifications and drawings will be available on the website on or about 5 June 2015, at the www.fbo.gov website. (2) Hard Copies of the solicitation will NOT be provided. However, you may download and print the file from the website. (3) There is no fee for this solicitation. (4) A registration page is attached to the FBO website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. (5) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at the risk of expense of the contractor. (6) In accordance with DFARS 252.209-7999, award will not be made to any contractor that has a delinquent tax liability or a felony conviction within the preceding 24 months. (7) All prospective contractors must be registered in the System for Award Management (SAM) system, in order to be eligible for an award. (8) Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
