- Pre-Proposal Conference and Site Visit Meeting Minutes and Sign In Sheet from 12 May 2015. SOLICITATION HQ0727-15-R-0008 Re-Roof West Half of DMEA Building 1 This solicitation announcement is prepared and posted in accordance with Federal Acquisition Regulation (FAR) Subpart 5.1 to notify potential Offerors of a competitive solicitation for proposals for the Defense Microelectronics Activity (DMEA). Solicitation number HQ0727-15-R-0008 requests Contractor proposals and pricing to provide and install a new roofing system, all associated flashing, walking pads, and to complete infrared inspection, coring, and replacement of damaged insulation. Roof replacement product shall be white Sarnafil S327 60 mil felt-back membrane and walk paths, mechanically fastened with the manufacturers' suggested plates and fasteners, or equal products, which meet all California Building Standards Codes and High Performance and Sustainable Building Guidance. Contractors shall provide all materials, labor, plans, tools, equipment, transportation, supervision, management, quality assurance, engineering, surveying, technical design support, and all other construction services required to complete the project. The Contractor shall have a valid C39 "Roof Contractor" license from the State of California Contractors State License Board and any subcontractors shall be board certified in their respective disciplines, i.e. any electrical work required for the reroofing project shall be done by a C10 licensed electrical Contractor, HVAC, plumbing, etc. ALL on-site Contractor personnel must be US citizens; the DMEA facility is access controlled and all personnel are required to have a background check in advance of beginning work at the site. This solicitation closes 0900 (9:00 a.m.) Pacific Standard Time (PST), Tuesday, 26 May 2015. A mandatory site visit will be held at 4234 54th Street, McClellan, CA 95652-2100 at 1400 (2:00 p.m.) PST, Tuesday, 12 May 2015. Attendance requests must be received by 0900 (9:00 a.m.) PST, 11 May 2015 to be processed for site clearance. The Government intends to make a single contract award under FAR Parts 36 and 15 with a firm-fixed-price contract line item for construction services a time-and-materials contract line item for replacement of damaged insulation, as a result of this solicitation. Offerors will propose the contract period of performance. Construction is expected to begin in May or June 2015. Work will be performed at the DMEA facility located at 4234 54th Street, McClellan, CA 95652-2100. The Government estimates the magnitude of construction to be within the range of $250,000 to $500,000. The North American Industrial Classification System (NAICS) Code for the requirement is 238160 for Roofing Contractors. The small business size standard, as defined by the U.S. Small Business Administration, is $15 Million annual revenue. The proposed procurement is set-aside for small business concerns. Offerors must be registered as a small business concern for NACIS 238160 in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be considered for award. Solicitation provisions and clauses are those in effect through Federal Acquisition Regulation Circular 2005-81. Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) apply as outlined in the attached solicitation.
