- The current Networx Universal contracts : GS00T07NSD0002 (CenturyLink Inc.), GS00T07NSD0007 (AT&T Inc.), and GS00T07NSD0008 (Verizon Communications) will expire at midnight on March 28, 2017. The Networx Enterprise contracts GS00T07NSD0037 (Level 3 Communications), GS00T07NSD0038 (Verizon Communications), GS00T07NSD0040 (CenturyLink Inc.), and GS00T07NSD0041 (AT&T Inc.) will expire at midnight on May 30, 2017. This notice is to advise that the General Services Administration (GSA) intends to negotiate, on a sole source basis, for continued performance for up to a three year period for the Networx Universal and Networx Enterprise contracts listed. These extensions to the existing Networx Universal and Networx Enterprise contracts will be negotiated and awarded for a one (1) year contract extension base period and two, one (1) year unilateral option period extensions. Assuming successful negotiations, and if both unilateral option periods are exercised, the Networx Universal contracts will expire on March 28, 2020, and the Networx Enterprise contracts will expire on May 30, 2020. The purpose of the extension period is to facilitate a smooth and carefully managed transition to the NS2020 Enterprise Infrastructure Solutions (EIS) contracts which are expected to be awarded in the fall of 2016. GSA cannot perform its mission nor can it tolerate the disruption of telecommunications services to its customer agencies. The extension period encompasses the time needed for agencies to complete the fair opportunity process under EIS, and the period required to complete any transition of services from Networx to EIS. These contract extensions are authorized under FAR 6.302-7 (the Public Interest exception to full-and-open competition). The estimated dollar value for both the Universal and Enterprise extensions is $4.5B. This is not a formal solicitation.
