- The Department of the Navy, Space and Naval Warfare Systems Center Pacific hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed Price purchase order (using Simplified Acquisition Procedures) on a noncompetitive basis to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009, for software engineering troubleshooting support on ViaSat Network Channel Controller (VNCC) software for the ViaSat RT-1828 system. The Government anticipates contracting for software code solutions, debugging, testing, and delivery of updated VNCC software code. The effort requires ViaSat personnel, as ViaSat is the original developer and sole maintainer of the RT-1828 system. Its engineers possess intimate knowledge and the maintenance diagnostic software tools and servicing guides necessary to maintain the system. ViaSat is the only source currently possessing the capability to immediately analyze software performance data and provide software engineering solutions for the Navy. ViaSat has a team of software engineers that are well versed in maintaining and updating its proprietary software. Market research has indicated that there are no equivalent services available from other sources, without significant duplication of cost and unacceptable delays. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can fulfill the requirement of providing these services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided.
