- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested; but a written solicitation will not be issued. This solicitation, NB686010-15-02251 issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 with a small business size standard of 500 employees. This solicitation is a Total Small Business Set-Aside. This combined synopsis/solicitation is for the following commercial item(s): 0001: Optical Parametic Oscillator Laser System: QTY 1 Description of requirements for the item to be acquired: In order for National Institute of Standards and Technology (NIST) to perform laser-induced fluorescence spectroscopy a particular laser source is needed. The laser necessary for these experiments must meet strict requirements for wavelength tunability, bandwidth, narrowness of wavelength linewidth, high output energy, physical size, and design flexibility. The item described in this purchase has been identified as necessary to further NIST's research effort for advancing laser welding understanding. The Contractor shall provide one (1) Optical Parametic Oscillator Laser System that meet or exceed the following minimum technical specifications: TECHNICAL SPECIFICATIONS: The supply contract is for a commercial, in-production item. The technical specifications outlined below have been identified as being necessary for the intended application. The pump laser (item #2 below) must be purchased with the OPO as they are designed to work as a system and are optimized together. The OPO and pump (items 1 and 2) can either be housed together or separately. 1) Optical Parametric Oscillator (OPO) Wavelength Range: 192 nm - 2750 nm Energy output at 325 nm†: ≥ 15 mJ /pulse Wavelength linewidth: ≤ 3-7 cm-1 Max. output energy upgradable?: Yes Interface: Windows 7 Energy stability: ≤ ± 10% Divergence: ≤ 2 mrad Pointing Stability: ≤ ± 100 Beam Diameter: 4-7 mm Beam Roundness: ≤ 85 % Interface: Windows 7 compatible software, access to.dll files provided for custom remote applications † Energy output in the ultraviolet range is critical for our experiments. This benchmark at 325 nm is simply one representative and comparable value. Our experiments require the highest possible energy output over the range from 192 nm to approximately 400 nm. Accordingly, competing vendors should supply energy output curves and tabulated data over the entire wavelength range of their system. 2) Pulsed Laser OPO Pump Output energy at 1064nm: ≥ 700 mJ 2nd and 3rd Harmonic crystals: Yes (necessary for OPO) Beam pointing stability: ≤ 50 μrad Linewidth: ≤ 1 cm-1 Divergence: ≤ 0.5 mrad Beam Diameter: 9.5 mm Water-Air cooling? Yes Jitter: ± 0.5 ns Dimensions: The overall size must be such that the pump and OPO units can together fit comfortably on a 30" x 48" platform. The requested delivery is ≤ 90 days ARO. FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall meet the technical requirements and deliverable schedule. Quote shall include cost of shipping. In addition to meeting all of the requirements of FAR 52.212-1, the quote must include the following information: 1) FOB Destination; 2) The technical specifications for the Optical Parametic Oscillator Laser System that includes information sufficient to demonstrate you can meet or exceed the requirements in the above specifications; 3) The anticipated delivery schedule (ARO); and 4) The fixed-price for the Optical Parametic Oscillator Laser System to include shipping. Payment Terms: Net 30. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability, deliverable schedule, and price. Technical capability will be evaluated by how well the proposed products meet or exceed the Government's requirement including delivery schedule as stated throughout this solicitation. Technical capability is approximately more important than price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. A FIRM FIXED PRICE PURCHASE ORDER WILL BE ISSUED TO THE RESPONSIBLE QUOTER WHOSE TECHNICALLY ACCEPTABLE QUOTATION IS DEEMED TO REPRESENT THE BEST VALUE TO THE GOVERNMENT. The quoter must have completed the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
