Description
This is a notice of the Government's intent to increase the contract dollar value for the current Defense System Information Analysis Center (DSIAC) Basic Center Operations (BCO) contract. The DSIAC BCO supports DTIC's mission of providing centralized operation of DoD services, databases, systems, or networks for the acquisition, storage, retrieval, and dissemination of scientific and technical information (STI) supporting Department of Defense (DoD) research and development (R&D), engineering, and studies programs. Specifically, this increase is required to increase the ceiling value of the contract's Core Analysis Tasks (CATs) contract line item number (CLIN) by $21,000,000.00 in order to accommodate emerging, unforeseen requirements for CAT services. CAT's are a key component of the research and development services the IAC program is required to make available to the DoD. CAT requirements often are a continuation of research that originated was originally initiated by a customer from customers through free or limited technical inquiry/research services the BCO provided to the customers agency on the same/similar topic. When this continuity occurs, it allows the BCO contractor to build upon the research it has already completed and thereby eliminates duplication of start-up costs and delays. The DSIAC BCO contract is a non-commercial, Cost Plus Fixed-Fee, Indefinite Delivery - Indefinite Quantity, Research & Development contract that was awarded as a 100% small business set-aside under a competitive acquisition to SURVICE Engineering Company. This is neither a Request for Proposal nor a solicitation of offers. Industry is advised that information can be submitted regarding an interest in this requirement. A determination by the Government to compete or not to compete this requirement based on responses to this notice is solely within the Government's discretion. Information received by close of business 1 June 2015 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition.
