Description
This is a combined synopsis/solicitation for commercial items prepared in accordance (IAW) with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation FA2517-15-T-6009, is being issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81, as of 10 April 2015. (iv) This procurement is a small business set aside. The NAICS code is 335311, Power, Distribution and Specialty Transformer Manufacturing and the size standard is 750 employees. (v) Contractor shall utilize Attachment 2, RFQ Price Template when preparing quotes. (vi) Description: The contractor shall provide all tools, materials, parts equipment and labor necessary to repair two (2) 15kV, 3-phase, 2400 kVAR capacitor banks located on Peterson Air Force Base (AFB), Colorado, in a manner that will comply with commercial standards and IAW the Statement of Work (SOW) and all applicable federal, state, and local regulations for continuous, safe operations. (vii) Period of performance will be 30 days from contract award. (viii) The provision 52.212-1, Instructions to Offerors/Commercial Items (Apr 2014) applies to this acquisition. Addendum to FAR 52.212-1, at a minimum the proposal will include the following: •1. VOLUME I: The technical proposal (project schedule) is limited to three (3) pages. The technical proposal is the project schedule and should depict requirement and submission timelines. Also include a narrative describing how you intend to accomplish the tasks outlined in the SOW and within the stated period of performance. •2. VOLUME II: The price proposal should include a detailed price for the service proposed. The CLIN structure in Attachment 2 will be used for the price proposal. (ix) FAR 52.212-2(a) Evaluation - Commercial Items (Oct 2014), applies to this acquisition. Quotes will be evaluated based upon lowest price technically acceptable. Addendum to FAR 52.212-2: •1. Technical Proposal/Project Schedule: The government evaluation team will evaluate the project schedule based on lowest price technically acceptable. A proposal that is rated as technically acceptable will satisfactorily depict requirements and submission timelines set forth in the SOW. The proposal will be evaluated for completeness based on the SOW. Offeror proposal must ensure SOW requirements are met. Technical acceptability will be rates as PASS/FAIL. •2. Price: The Offeror's Price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is fair and reasonable. The contracting officer shall make an integrated assessment of all evaluation factors including price, and determine the best value for the Government. •3. AWARD Process •a. The Government intends to award to the lowest priced, technically acceptable (LPTA) offeror. The Government reserves the right to hold discussions at any point during the evaluation. •b. The evaluation process is as follows: •(1) Price: The Government will first evaluate all proposals for price, ranking the offerors from lowest to highest total evaluated price. Price must be fair and reasonable to proceed with the technical evaluation. •(2) Technical Capability: The apparent lowest price proposal will then be evaluated for technical capability. If the lowest price proposal is rated PASS for technical capability, the evaluation process will stop and award will be made. If the lowest priced offeror's technical proposal is FAIL, the next low offeror's technical proposal will be evaluated, continuing until an offeror with a PASS technical rating is identified. •4. The Government further reserves the right to award without discussion. (x) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items (Mar 2015), is applicable to this acquisition. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Dec 2014), applies to the acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Apr 2015) applies to this acquisition.
