Description
This is a limited source combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number N00189-15-T-0125 is being issued as a Request for Quote (RFQ). The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and negotiate a Firm Fixed Price Purchase Order for this requirement on a limited source basis between Science Applications International Corporation (SAIC) and Armed Forces Services Corporation (AFSC). Interested persons may identify their interest and capability to respond to the requirement or submit quotes. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES FROM QUOTERS OTHER THAN SAIC AND AFSC. However, all quotes received on or prior to the solicitation closing date will be considered by the Government. A determination by the Government not to compete the requirement only between SAIC and AFSC is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code is 512191. The FSC code is 6910. REQUIREMENT: Under the resultant Purchase Order, the contractor will design and develop Sexual Assault Prevention and Response (SAPR) training videos for the Department of the Navy ™s Sexual Assault Prevention and Response Office ™s (DON SAPRO) video library. The contractor will be required to compile and edit Government provided raw documentary video footage into fifteen short topic-specific segments with a maximum of 150 minutes of final video footage and accompanying facilitated group discussion guides. The final product shall consist of fifteen training video segments (five to ten minutes per video topic), fifteen facilitated group discussion guides (five to ten minutes per video topic) with both a basic and advanced level, and fifty copies of the videos and handouts. The finished videos, at a minimum, shall be full HD with 1920x1080 resolution and twenty-four frames per second and be web compatible. See the attached Specifications for the details of this requirement. The contract line item number and items, quantities and units of measure are: CLIN 0001 “ FFP “ SAPR Training Video Segments #1 - #5, Qty: 5, Unit: Each Each training video segment includes fifty copies of the training video and fifty copies of the facilitated group discussion guides in accordance with the PWS. CLIN 0002 “ FFP - SAPR Training Video Segments #6 - #10, Qty: 5, Unit: Each Each training video segment includes fifty copies of the training video and fifty copies of the facilitated group discussion guides in accordance with the PWS. CLIN 0003 “ FFP “ SAPR Training Video Segments #11 - #15, Qty: 5, Unit: Each Each training video segment includes fifty copies of the training video and fifty copies of the facilitated group discussion guides in accordance with the PWS. Services will be inspected and accepted at Destination by the Government. The delivery date for the videos will be staggered. The first five videos (CLIN 0001 - videos 1 through 5) are due five months after award, the second five videos (CLIN 0002 - videos 6 through 10) are due seven months after award, and the last five videos (CLIN 0003 - videos 11 through 15) are due nine months after award. SUBMISSION OF QUOTES: The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk requests a response from the limited sources determined capable of meeting this requirement, SAIC and AFSC. Initial quotes and any modifications thereto must be submitted to the Contracting Officer on or before 22 May 2015 at 3:00 PM via email. The contractor is encouraged to follow-up their email submission for confirmation of receipt. Quotes shall be submitted to: danielle.udinson@navy.mil. Quoters shall submit their quotes as two separate volumes as follows: Volume I - Non-Price Quote This volume shall address the quoter ™s ability to meet the specifications provided and include all information required for evaluation. This volume of the quote shall exclude any reference to the price.
