Synopsis Technical/Expert Support-Waste Treatment and Immobilization Project Action Code: Special Award Contracting Office Zip Code: 99354 NAICS Classification Code: 541690, "Other Scientific and Technical Consulting Services- (Energy)." DUNS Number: 078700662 Contracting Office Address: 2440 Stevens Center Place, P.O. Box 450, Richland WA, 99354 Subject: Sole Source Contract Award The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract the following action by means of other than full and open competition and pursuant to Federal Acquisition Regulation 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. DOE ORP plans to award a sole source contract to Jeffrey S. Trent, physically located in Richland, WA. Mr. Trent will provide expert technical and programmatic advice in the evaluation of contract proposals, requests for equitable adjustments and re-base lining documentation to be provided by Bechtel National, Inc. (BNI) regarding the Waste Treatment Plant (WTP). An urgent need exists, experience is required for duties more specifically described as follows: ?Provide expert technical support to the DOE-WTP Technical Authority team for resolution, management and decision making processes which will significantly contribute to resolving technical issues associated with the design of the Pretreatment, LAW Vitrification (LAW) and HLW Vitrification (HLW) facilities (Facilities). This effort will include, but is not limited to the following: -The implementation of robust decision-analytical processes, including 1) development of decision papers (memoranda) and 2) preparation and development of tools such as information trees and tables to be used in the decision making process; 3) providing advice on technical decisions, preparing, evaluating, analyzing and offering recommendations of related risk analysis; 4) developing guidelines that result in roadmaps created for the purpose of crafting decision useable frameworks; and 5) otherwise providing essential and necessary assistance required in support of all efforts of planning, framing and implementing processes, as determined to be necessary to successfully support DOE?s technical issue resolutions. -The development of an initial work product, which will be focused on: 1) developing recommendations that will contribute to resolving technical and safety issues for the LAW facility, 2) recommending decisions to DOE associated with the design of the HLW facility and 3) supporting all closure efforts related to technical/nuclear safety issues at DOE?s Pretreatment Facility. ?Provide expert technical support to the Assistant Manager of the Waste Treatment and Immobilization Plant Project for purposes of evaluation of contract proposals and re-base lining efforts of the Bechtel National Inc. Waste Treatment Plan. This will include, but is not limited to providing expert advice to DOE on any proposed technical approaches and will also include expert evaluations of assessments and determinations reached as a result of sources used for pricing and cost estimates. In addition, this support will provide exclusive professional assistance which is essential in making and implementing decisions to be relied upon by DOE?s senior leadership and will be used for obtaining subsequent support and approval via the approval process established and required by DOE?s Washington DC headquarter staff and professional experts. ORP has determined that this effort can only be satisfied by the unique services provided by Jeffrey S. Trent (Mr. Trent). Mr. Trent is the only known professional and single source immediately available who also possesses the required knowledge of the DOE ORP unique site location. Mr. Trent is the only known source uniquely capable of providing the highly specialized and technical support required to meet these requirements. Due to the unique nature of this requirement, DOE ORP does not know of, and has not solicited other sources. This notice is not a solicitation for proposals, and none will be accepted. The length of this procurement is estimated at five years with an estimated cost of $213,000/year.
