- Amendment 01 14 May 2015 The Final RFP for AEWD will be posted on www.fbo.gov NLT 5PM EST on 15 May 2015 Original This is a PRESOLICITATION notice to publicize the planned solicitation release for the Advanced Expeditionary Warfare Development (AEWD) requirement in mid April 2015. This is NOT a request for proposals, is NOT an authorization to begin work, and does NOT commit the Government to purchase any services. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of any responses to this notice. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Research Triangle Park (RTP) Division has a requirement for Research and Development that include; Applied Research, Advanced Technology Development, Demonstration and Validation and Operational Systems Development as defined in DFAS-IN Manual 37-100-11. Requirements may support the U.S. Army Research Laboratory,Department of Defense (DoD) and other Government agencies. Requirements may also include incidental non-personal services within the scope of mission area performance. All requirements may support the U.S. Army Research Laboratory, Department of Defense (DoD) and other Government agencies. The AEWD multiple award indefinite-delivery indefinite-quantity (MA IDIQ) contract vehicle will provide services to support a diverse group of organizations that span the spectrum of mission areas for expeditionary warfare related requirements. Areas of support include: Mission Area Support - such as Technology Transition for Advanced Research and Development; Countering Adaptable Threats; Iirregular Warfare Support; Expeditionary Forces and Special Operations ; and Deployable Force Protection. Technical Area Supported: development, reproduce and field (including sustainment) items and systems for use in demonstrations, assessments (CONUS or in-Theatre), field experiments, and operational evaluations for the mission areas identified above. However, these shall not be of a nature to compete with or supplant Army or other service common mobility platform, or other combat and intelligence system developments. They shall be focused instead on emerging and niche capabilities not otherwise provided for in existing capabilities developments or to augment those existing capabilities to be more applicable to the specific mission areas defined above. Development in these technical areas shall be in support of the mission areas above, in the technical areas described in this section. Other Technical Areas include; Electronic and Sensor Systems: Software Design, Development and Integration, Mechanical Design and Development of Components & Systems and Materials Development, Integration and Employment, System Integration and Human Systems Interface (HSI). The anticipated ceiling amount for the AEWD contract, including optional ordering periods, is $800 Million. The anticipated ordering period is five (5) years which includes one 24 month ordering period and two (2) 18-month ordering periods. The place of performance will be determined at the individual task order level and may include government sites and/or off site contractor facilities. The place of performance may be CONUS, OCONUS or a combination of CONUS and OCONUS locations to support requirements worldwide. This requirement will be procured through full and open competition. All responsible sources may submit a proposal in response to the solicitation when it is issued (NOT this presolicitation notice). The anticipated award date is July 2015. Contractors shall not contact any other Government personnel regarding this notice or the AEWD requirement other than the individual designated above. Contacting any Government personnel other than the individual designated above may result in an organizational conflict of interest (OCI) and may result in a contractor being excluded from the competition and consideration for award.
