Description
SOLE SOURCE JUSTIFICATION AND APPROVAL SOLE SOURCE NOTICE This acquisition is intended for award as a sole source to Vohne Liche Kennels, 7953 North Old Route 31, Denver, IN 46926-9090. This document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82 and the Defense Federal Acquisition Supplement (DFARS), current to DPN 20150420. The NAICS code for this procurement is 541990 and the small business size standard is $15 million. This acquisition is being conducted using simplified acquisition procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions. Contractor shall provide two (2) Train-the-Trainers Course, Three (3) Week odor Imprintation. This course combines the Odor Imprintation Course and Advanced Practical Application courses giving the Student Trainer the experience of taking dogs with basic to no training of "green" dogs from Odor Imprintation through practical application training. Students will be assigned multiple "green" dogs. Together with VLK instructors, the student trainer will complete the odor imprintation of assigned "green" dogs. After successful imprintation, they will begin the second phase of their detector dog work. This encompasses teaching the dogs to search for explosives and/or drugs in various venues and continues to train dogs a passive response on the odors in which they are imprinted on. Handlers will be assigned at least four different types of "green" dogs to train from imprinting to off-site detection capabilities Training will focus on the following key points: Odor Characteristics, Imprintation, Leash Control Methods, Presentation, Rewards, Protocol Techniques, Problem Solving for the Dog and Handler, and Promoting Dogs natural Hunt and Prey Drives. This course is for a Senior MPC Handler. The Period of Performance: 22-Jun-2015 to 13-Jul-2015 and 28-Sep-2015 to 19-Oct-2015
