Description
JUSTIFICATION The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to Bruker BioSpin Corp., 15 Fortune Drive, Billerica, MA 01821-3991 for (1) Bruker BioSpin Avance III HD 400 High Performance Digital NMR Spectrometer System to include: 1. Magnet/Shim/Lock System 2. Stainless Steel RF Cabinet 3. Amplifiers and Receiver 4. Frequency Generation, Digital Control & Acquisition 5. Pre-Amplifiers 6. Industry Standard Host Workstation 7. Peripheral Devices/User Interface 8. Probes and Other Features 9. Gradients 10. Gradient Shimming 11. Variable Temperature 12. Support and Installation The Bruker BioSpin Avance III System offers a probe that will tune down as low as 109A allowing for multiple nuclei to be analyzed on the same instrument. Bruker is the only known manufacturer which offers such a probe enabling us to analyze non-typical nuclei without purchasing or changing the NMR probe. The Bruker system also offers the fastest NMR spectrometer in the marketplace via direct digital control. Bruker is the only manufacturer to offer the 25 ns speeds which allows us to perform the desired one-, two-, and three-dimensional experiments such as HSQC-TOCSY. Bruker is the only known manufacturer to offer advanced frequency synthesis via direct digital synthesis and unique frequency generation via the Signal Generation Unit 2 (SGU/2) allowing double irradiation from a single RF frequency channel...ideal for on resonance simultaneous excitation of 2 chemical regions (e.g. carbonyl carbons and aliphatic carbons). Such techniques allow us to perform the desired one-, two-, and three-dimensional experiments needed for structure determination of unknown molecules. The digital receiver possesses the highest known dynamic range receiver on the market and real time digital filtering up to 5 MHz bandwidth. A dynamic range of 22 bits allows for increases in experiment sensitivities which translate into an ability to analyze samples of < 1 mg in reasonable timeframes. This is only known to be available using the Bruker technology. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The equipment will be located at the USDA, ARS, Natural Products Unit, Oxford, MS. The Government intends to award a firm fixed price purchase order on or about May 29, 2015. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM Central Standard Time, May 28, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
