- The Navy's Bureau of Medicine and Surgery (BUMED) currently procures laboratory analyzer capacity on a Military Treatment Facility (MTF) by MTF basis. Most MTFs lease analyzers; others purchase analyzers and procure their reagents independently of the purchase agreement. Leasing can occur by either Cost per Test (CPT) or Cost per Reportable Result (CPRR) contracts. Pricing is inconsistent across the enterprise; one MTF can pay 4-5 times what another MTF pays for an identical test with the same Contractor. It is the intent of this initiative to standardize the source selection of In-Vitro Diagnostic (IVD) equipment (also referred to as analyzers) to achieve the following results. • Use aggregated volumes across the network to achieve the best value for Navy Medicine's financial resources. • Consolidation of contracting efforts across Navy Medicine. • Consolidation of training activities for active duty laboratory technicians. This pre-solicitation notice is to inform industry that the Naval Medical Logistics Command (NMLC) intends to release solicitation number N62645-15-R-1016 in June 2015. The requirement will be fulfilled via an unrestricted full and open competitive acquisition. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and part 15, Contracting by Negotiating, will be used for this requirement. This solicitation is by electronic means only - no hard copies will be mailed to offerors. The official release of the Request for Proposal (RFP) and all amendments will be posted to Federal Business Opportunities (FBO) website at www.fbo.gov. To receive consideration, vendors must be registered with the System for Award Management (SAM) under the correct NAICS code.
